State Park Reservations & Registrations Program Manager

Ready to make an impact on outdoor recreation across Idaho? The Idaho Department of Parks and Recreation is seeking a State Park Reservations and Registrations Program Manager to lead key statewide programs that serve Idaho's parks, visitors, and recreation community.

JOB SUMMARY

As a key member of our headquarters administration team, this position provides leadership and oversight for major programs that support the Idaho Department of Parks and Recreation's mission, vision, and values.

The position is accountable for the effective administration, continuous improvement, and day-to-day operation of the Department's campground reservation and recreational vehicle registration programs, including oversight of the related IT service contract. Responsibilities include personnel and financial management associated with the programs, including hiring, training, supervising, and evaluating staff; establishing performance expectations; managing workload and priorities; developing and monitoring program budgets; and overseeing contracts, expenditures, and vendor performance.

The position reviews laws, rules, market trends and policies to assess operational and financial impacts. It develops and recommends legislative and policy changes, supports implementation, and ensures consistent application across programs.

The position collaborates with Department leadership, other agencies, and stakeholders to coordinate activities, resolve issues, and ensure compliance with applicable requirements. It monitors program performance and implements improvements to meet program goals and public service needs. The position may also lead or support special projects that advance Department priorities and improve statewide program delivery.

EXAMPLE OF DUTIES

• Manage IDPR's campground, cabins, day use and group facility reservation program.
• Manage IDPR's recreational registration and sticker program.
• Responsible for monitoring and evaluation appropriate fees within the reservation program to include campsites, cabins and group facilities.
• When a fee increase is necessary, works with the Director and IDPR Board to propose IDAPA fee changes and implement such fees as approved by the Board
• Manage IDPR visitation tracking program
• Responsible for coordinating data exchange between IDPR and Idaho Department of Transportation with regard to the Passport Program
• Acts as Project Manager on the registration modernization effort
• Manage IDPR Veteran program
• Responsible for recreational permit and registration funding distribution to counties and programs
• Manage system training for IDPR state parks and retail vendors
• Advise upper management on recommended policy changes
• Overnight travel may be required up to 25% of the time.

MINIMUM QUALIFICATIONS:

• Experience managing a major technical program. Typically gained by at least four years of progressively responsible professional experience in a technical or closely related field, including responsibility for planning, coordinating, implementing, and evaluating a major technical program or significant program component. Experience should include responsibility for establishing priorities, coordinating resources, resolving complex operational or technical issues, and ensuring program objectives are achieved; OR a combination of education, training, and progressively responsible professional experience that provides equivalent knowledge and experience.
• Some knowledge of management practices. Typically gained by completion of college-level coursework, formal management or supervisory training, or employer-sponsored training in management, supervision, organizational leadership, public or business administration, or a closely related subject; OR at least one year of professional-level experience applying management practices in a program, operational, technical, or organizational setting, such as planning and assigning work, establishing priorities, coordinating staff and resources, monitoring performance and outcomes, resolving operational issues, or participating in management decision-making; OR a combination of education, training, and professional-level experience that provides equivalent knowledge.

MINIMUM QUALIFICATION SPECIALTIES:

• Experience supervising staff. Typically gained by at least one year of experience with direct responsibility for supervising employees, including assigning and reviewing work, establishing priorities, providing performance feedback, addressing performance or conduct issues, and participating in hiring or other personnel decisions.
• Experience developing and controlling an operating budget. Typically gained by at least two years of professional or management-level experience developing, administering, monitoring, or controlling an operating budget, including activities such as preparing budget requests or projections, monitoring revenues and expenditures, analyzing variances, recommending or implementing corrective actions, and allocating resources within established fiscal requirements.
• Experience reviewing and implementing state and federal laws governing industry to ensure compliance. Typically gained by at least two years of professional or management-level experience interpreting, reviewing, and implementing state and/or federal laws, regulations, rules, or regulatory requirements applicable to a technical, regulated, or closely related industry. Experience should include determining operational impacts, developing or modifying policies or procedures, monitoring compliance, and coordinating corrective action when necessary; OR a combination of education, training, and experience that provides equivalent knowledge and experience.

PREFERRED CANDIDATES WILL HAVE:

• Good knowledge of current trends in IT computer software capabilities and limitations.
