Job Description

The Position 

The State Policy Manager will primarily work with the Senior Director of State Policy to advance work related to the Law Center's state policy strategy, including the State Gender Policy Collective (SGPC). The State Policy Manager will support the growth and maintenance of the SGPC, including helping to develop and maintain resources made available to members. The State Policy Manager may occasionally be asked to support other programmatic work, including work being done through either the NWLC (c3) or NWLC Action Fund (c4). This work may consist of policy analysis, drafting blogs and fact sheets, coordinating meetings, and working with external partners. 

This is a full-time exempt position of 37.5 hours per week.

Responsibilities 

 State Gender Policy Collective (SGPC): 

  • Conduct and compile policy research and author newsletter and blogs related to issues covered by the SGPC; 
  • Manage the planning and administration of in-person convenings with SGPC members and assisting in the administration of virtual strategy sessions and briefings; 
  • Manage and maintain stakeholder databases, resource hubs, and SGPC website and the vetting of new SGPC members; 
  • Coordinate internal NWLC teams working on the SGPC, including preparing for and/or facilitating internal meetings; and  
  • Help develop, compile, and maintain resources to be used by members of the SGPC. 

 General: 

  • Conduct research and analysis on cross-cutting gender justice policy priorities and draft; accompanying materials such as blogs, fact sheets, voter guides, and other resources; 
  • Assist with management of external partnerships at both the federal and state levels, including organizing NWLC's participation in national conferences;  
  • Support cross-cutting state policy projects and internal state team coordination; 
  • Assist with coordinating and participating in calls, webinars, and events; 
  • Manage hiring and supervision of interns; and  
  • Other duties as assigned, including helping other S&P teams when necessary. 

Qualifications  

The candidate must possess:  

  • A minimum of 2 years relevant experience;  
  • Experience in program coordination, staffing coalitions, advocacy campaigns; 
  • Demonstrated ability to develop and execute project plans and overall work plans; 
  • Excellent written and oral communication skills; 
  • Demonstrated ability to work collaboratively with a diverse group of key organizational and external partners including community leaders, legislators and legislative staff and other stakeholders; 
  • Ability to prioritize, organize and complete work independently, and with discretion; 
  • Excellent organizational and project management skills;  
  • Genuine passion for the mission of the National Women's Law Center;  
  • Proficiency in MS Word, MS Outlook, Excel, PowerPoint; and 
  • Proficiency in or ability and willingness to quickly learn website, newsletter, and document design layout software. 

Additional preferred skills and knowledge:  

  • Demonstrated ability to work well in a fast-paced, diverse, and inclusive team setting, remaining flexible, resourceful, and proactive; and 
  • Demonstrated commitment to and experience working on gender and racial equity and center communities of color in their approach to work. 

Key Relationships 

The State Policy Manager will report to the Senior Director of State Policy and Strategy on the Strategy and Policy team and will work with members of the Strategy and Policy team, colleagues across NWLC and a diverse group of external partners.  

Compensation & Benefits 

A salary within the range of $93,417-109,360 will be provided to the successful candidate with at least 2 years of experience, consistent with the National Women's Law Center's compensation framework. The successful candidate's salary within this range will be determined by the number of years of relevant experience they bring to the role. 

The Center offers a comprehensive benefits package, and four weeks of annual vacation. 

NWLC is a non-profit organization whose headquarters and staff are based in Washington, D.C. at our new office at 1350 Eye Street N.W.  This role is based in D.C. and will be eligible for some telework while also being expected to work in person on a regular basis. The successful candidate will need to live in or relocate to the DMV (broadly defined as DC, Maryland, or Virginia). 

The first 90 days of employment will be considered a probationary period. 

Classification  

NWLC recognizes a staff bargaining unit, NWLC United, affiliated with the Nonprofit Professional Employees Union/IFPTE Local 70, a union for non-profit workers. This position is included in NWLC's bargaining unit. Specific employment terms are subject to collective bargaining.
