General Statement of Duties:

The LMA STCW Clerk and Sea Project Specialist will serve as liaison to maritime regulatory agencies and industry partners, processes federal credential and Merchant Mariner Credential applications for all LMA students, and administers documentation related to Sea Projects, sea service and the U.S. maritime industry.

Government and Industry Liaison - 50%

  • Serves as liaison to MARAD, the USCG National Maritime Center (USCG NMC), and other applicable USCG Divisions in order to remain current with respect to applicable laws,

USCG polices, and international treaties which apply to merchant mariner credentialing;

continuously seeks ways to improve the Academy's credentialing processes and ensure

a positive rapport with: MARAD, USCG, and NMC.

  • Serves as liaison with Offshore, Towing and Ocean shipping companies, arranging for berths on designated vessels, arranging time and place to board, and providing required

information on each cadet.

  • Obtains commercial berths for cadet sea projects, as well as, completes all logistics for cadets assigned sea projects.
  • Academy representative on USCG and MARAD working groups and required to maintain a working relationship with other maritime academy STCW Clerk/ Sea Project staff.
  • Coordinates all interactions with the U.S. Navy's Military Sealift Command including all logistics for annual recruiting visits.
  • Required to attend annual STCW Coordinator meeting at USCG National Maritime Center.
  • Maintain contact with USCG through the credentialing process.
  • Represent the Maritime Academy at local and national events to establish and strengthen relationships

Percentage Of Time 50 Responsibility / Duty

Regulatory Approval & Compliance - 40%

  • Processes all cadet applications for USCG merchant mariner credentials and USCG medical certificates, make arrangements for the USCG license exams for senior cadets.
  • Ensures proper documentation is supplied by each cadet per individual company requirements such as physicals, drug tests, immunizations and applications. Oversees all

logistical requirements for cadet sea projects. Manage Sea Project homework

submission, scans and performs data entry of all documentation (federal documents-

TWIC, USCG, Merchant Mariner Credential and USCG health certificate).

  • Ensures all requirements are met prior to issuance of a Merchant Mariner Credential with an officer endorsement (degree audit, no holds, flashing light, etc.).
  • Ensures proper documentation is supplied for each cadet per academy requirements such as registration, insurance coverage, homework assignments plus discharges, letters

of recommendation and officer evaluations when cadets return from ships.

Instructional Quality & Program Assessment - 10%

  • Maintain cadet files in accordance with USCG requirements and ensure they are audit ready.
  • Works closely with the Registrar regarding documentation of USCG and academic graduation requirements. Specifically ensuring new students obtain USCG documents

and have internships on commercial vessels.

  • Responsible for ensuring that all cadet internships are with companies that meet U.S. Maritime Administration and LMA Sexual Assault/ Sexual Harassment (SA / SH) policy

requirements, and that cadets complete required SA/ SH training prior to departing for

an internship on a commercial vessel.

  • May supervise supplemental and student employees as needed.

Minimum Experience Required

  • Between 1-2 years of related maritime experience (Required)
  • Two years of administrative experience (Required)
  • Two years of experience with legal guidelines and policy compliance (Required)

  • In-depth knowledge of the Merchant Marine Industry (Required)
  • Demonstrated knowledge of STCW requirements, U.S. Coast Guard regulations, and

credentialing standards relevant to maritime training.

Purpose:

The Louisiana Maritime Academy (LMA) at Nicholls State University will start in the Fall of 2028, initially offering a Bachelor of Science in Marine Transportation designed to prepare graduates for the unlimited tonnage third mate merchant mariner credential (MMC). The academic core includes Coast Guard approved maritime courses in addition to fulfilling the general education requirements of Nicholls State University for the Bachelor of Science degree. The position serves as liaison to maritime regulatory agencies and industry partners, processes federal credential and Merchant Mariner Credential applications for all students of LMA, and administers documentation related to Sea Project and the U.S. maritime industry.
