JOB SUMMARY

Stormwater Inspector

Performs field inspections of construction sites and municipal stormwater infrastructure to ensure compliance with MS4 permit, SWPPP, erosion/sediment control, and County code; documents violations, responds to public or residential complaints, educates stakeholders, and supports enforcement and reporting.

ESSENTIAL JOB FUNCTIONS

  • Site Inspections & SWPPP Review: Review plans/SWPPP and history; inspect construction sites, outfalls, and infrastructure; photo document findings.
  • Erosion & Sediment Controls: Verify BMP installation/maintenance/effectiveness; require corrective actions and timelines.
  • Illicit Discharge Detection: Investigate illicit discharges and dry weather flows; trace sources; collect samples as needed.
  • Complaint Response: Triage and investigate runoff, dumping, and flooding complaints; document and resolve.
  • Post-Construction BMPs: Inspect long-term BMPs, culverts, and facilities; schedule re-inspections and maintenance follow ups.
  • Enforcement & Follow up: Issue notices of violation; reinspect; prepare citations; testify in court when required.
  • Reporting & Records: Prepare inspection reports; upload photos; maintain logs and permit compliance data.
  • Pre-Cons & Coordination: Attend pre-construction meetings; brief contractors; coordinate with DNR/Army Corps and property owners.
  • Public Education & Outreach: Provide guidance to builders and residents; contribute to outreach materials/web content.
  • Safety & Training: Maintain certifications; attend webinars/seminars; follow field safety protocols and PPE requirements.
  • Municipal Facility Inspections: Conduct annual inspections of County yards/sheds/outfalls; track corrective actions.
  • Communication: Professional communicate with public and contractors. Maintains regular contact with public consulting engineers, construction project engineers, federal and state agencies.

The individual in this role is expected to contribute to the team's efforts by completing other related tasks, as may be assigned.

Position Storm Water Inspector - Public Works Position Requirements

EDUCATION AND EXPERIENCE - The following are the minimum education and experience required for the position. An equivalent combination of education, training and experience may be considered.

Education

  • Associates (Related Field)

Experience

  • 2 years previous relevant work experience is required.

Special Experience

  • Related technical or college training in construction, engineering technology, civil engineering or a closely related field is preferred.

Training Requisites

Certifications

  • Certified Erosion, Sediment and Stormwater Inspector (CESSWI)

Licensing

  • Must possess a valid State Driver's License.

  • Skilled in reading construction plans, grading/drainage sheets, and BMP details.
  • Knowledge of illicit discharge detection and elimination (IDDE) practices.
  • Skilled in field sampling, basic water_quality testing, and chain_of_custody procedures.
  • Skilled in enforcement documentation, including notices of violation, citations, and court preparation.
  • Ability to write clear inspection reports with photo documentation and maintain accurate records.
  • Skilled in using GIS/GPS and mobile inspection apps to capture and map field data.
  • Ability to communicate requirements and corrective actions to contractors, engineers, and the public.
  • Knowledge of field safety, including confined space, trenching, traffic control, and PPE use.
  • Ability to manage time, prioritize sites, and exercise sound judgment independently in the field.
  • Skilled in tracking compliance metrics and preparing permit reports and dashboards.
  • Ability to coordinate with state and federal regulators (e.g., DNR, Army Corps, EPA).
  • Ability to operate a motor vehicle safely and work outdoors in all weather conditions.

Computer; Microsoft 365; phone; Field inspection tools (manhole hook, measuring wheel, turbidity/pH meters, test strips); Mapping & data tools (GPS/GNSS, tablet with inspection app, smartphone, drone, camera); PPE (steel_toe boots, hard hat, high_visibility vest, gloves, rain gear); Documentation tools (site/SWPPP plans, inspection forms, laptop/PC, printer/scanner, phone).

WORK ENVIRONMENT or atmospheric conditions commonly associated with the performance of the functions of this job.

  • Primarily field_based at active construction sites and stormwater infrastructure; frequent driving between sites; exposure to weather, uneven terrain, traffic, and water/soil contaminants; office time for reporting, emails, and permit documentation; occasional public meetings or court appearances.
  • Some situations may require early morning or late evening hours.
  • May be required to work in high or dangerous places.
  • May frequently be exposed to uncomfortable temperatures, humidity, noise, chemicals/gases, contagious diseases, airborne particles/pathogens, and/or physical trauma.
