Stormwater Services - Supervisor I, II, III - Stormwater

GENERAL DESCRIPTION Supervisor I/II- Stormwater Under the direction of the Division Manager- Stormwater and Supervisor III- Stormwater, responsible for planning, assigning, reviewing, and participating in the work of crews maintaining the stormwater drainage system. Duties may include construction and maintenance activities within all areas of the Abilene city limits related to the Stormwater Division's responsibilities. Supervisor III- Stormwater Under the direction of the Division Manager- Stormwater, responsible for leading, planning, assigning, reviewing, and supervising multiple projects and employees involved in the operation of the City's Stormwater System. This position also assists the Division Manager with day-to-day activities and projects to ensure compliance with state and federal regulations and the requirements of the MS4 permit. SUPERVISION EXERCISED This position exercises supervision over stormwater crew members and personnel. IMPORTANT AND ESSENTIAL DUTIES Organizes and assigns work, making necessary adjustments to operating methods and procedures in response to changes in work patterns, equipment, and staff capabilities. Schedules, supervises, and reviews the work of crews performing drainage system construction and maintenance activities, including mowing, creek maintenance, drainage improvements, and street sweeping. Receives, investigates, and resolves service requests and public complaints. Inspects creek channels, drainage ditches, pumps, and related structures for required maintenance and repairs. Prioritizes, plans, and schedules both reactive and proactive work assignments. Logistical maintenance of the City's stormwater infrastructure, resources, administrative material, tool inventory, uniforms, heavy equipment, chemicals, hazardous materials, replacement parts, basic consumables, warehousing space, and safety equipment. Responds to emergencies after hours and leads on-call services and crews as needed. Operate a variety of motorized equipment such as front-end loaders, backhoes, brush trucks, sand trucks, dump trucks, hydro-mulch truck, water truck, street sweepers, cranes, trenchers, bucket trucks, bush-hogs, bobcats, tractors with various attachments, forklifts, pumps and other stormwater related maintenance and construction equipment. Supervisor II- Stormwater Supervises, trains, and evaluates assigned staff. Oversees stormwater service operations, including street sweeping, illegal dumping and litter abatement, spill control, and environmental response activities. Assists in developing programs and processes to improve departmental efficiency and effectiveness. Designs and implements inspections, educational and training programs, and creates materials for external distribution to promote compliance with city and state regulations. Collaborates with the Engineering Division to review and approve drainage plans. Supervisor III- Stormwater Assists the Division Manager- Stormwater in developing and implementing systems, programs, and long-range plans for division operations. Coordinates training for personnel to ensure proper equipment use and operational procedures based on position responsibilities. Assists the Division Manager- Stormwater with budgeting activities for the division. OTHER JOB RELATED DUTIES Perform other job related duties and responsibilities as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Supervisor I/II- Stormwater Knowledge of: Safe and efficient operation, as well as minor servicing, of all Stormwater Utility Division construction and maintenance equipment. Procedures for scheduling, assigning, and supervising the work of crews. Stormwater policies and procedures for maintaining creeks, ditches, catch basins, pipes, and other stormwater controls. Principles and practices of handling chemical spills and hazardous materials. Safe driving principles and practices. Stormwater structure construction and maintenance. Effective methods for building and maintaining cooperative working relationships with contractors, the public, and other divisions. Skill to: Organize work schedules, prioritize assignments, and manage resources efficiently. Operate various types of stormwater vehicles and equipment safely and train subordinates in their proper use and maintenance. Read and interpret maps, plans, and construction drawings. Troubleshoot and resolve operational or equipment issues in the field quickly and effectively. Apply leadership and coaching techniques to develop team members and improve overall performance. Ability to: Supervise, plan, assign, and inspect the work of crews engaged in stormwater maintenance activities. Communicate clearly and concisely, both orally and in writing. Interpret and apply local, state, and federal stormwater and environmental regulations. Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally. Supervisor III- Stormwater Knowledge of: Public Works and Stormwater operations, including standard specifications for maintenance and construction. Best practices for maintenance contract oversight and management. Mathematics including algebra, geometry, and trigonometry. Federal, state, and local regulations related to the City's MS4 permit requirements. Ability to: Exercise independent judgment and make sound decisions in a variety of situations. Use computerized maintenance management and work order systems effectively. Assist with budget planning, monitoring, and tracking expenditures. Experience and Training Guidelines: For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through: Supervisor I- Stormwater Experience: Five (5) years of progressively responsible experience in stormwater operations or a related field is required. One (1) year of experience in a supervisory or lead capacity, or closely related work experience that demonstrates the required knowledge, skills, and abilities, is required. Previous experience with operating and maintaining light and heavy equipment, is required. Education/Training: A high school diploma or a GED is required. License or Certificate: A valid Class A Commercial Driver's License (CDL) or the ability to obtain within ninety (90) days of employment is required. A Non-Commercial Herbicide Applicator License from the Texas Department of Agriculture is preferred. Hazmat certification and training in workplace supervision is preferred. Supervisor II- Stormwater Experience: Eight (8) years of progressively responsible experience in stormwater operations or a related field is required. Three (3) years of experience in a supervisory or lead capacity, or closely related work experience demonstrating the required knowledge, skills, and abilities, is required License or Certificate: A valid Class A Commercial Driver's License (CDL) is required. Supervisor III- Stormwater Experience: Ten (10) years of progressively responsible experience in stormwater operations or a related field is required. Five (5) years in a supervisory or lead capacity, or other closely related work experience that provides the knowledge, skills, and abilities needed to perform this job is required. License or Certificate: A Non-Commercial Herbicide Applicator License from the Texas Department of Agriculture is required. Special Requirements: Essential duties require the following physical skills and work environment: Potential exposure to inclement weather (floods, cold, heat, etc.), steep slopes, confined workspaces, mechanical and electrical hazards, poison ivy, wild animals and hazardous chemicals, and other pollutants while supervising stormwater projects.
