Stormwater Team Supervisor

City of Olathe | $28.56 - $39.84 per hour, depending on qualifications

The City of Olathe is seeking a skilled, safety-focused leader to serve as a Stormwater Team Supervisor. A Stormwater Maintenance Supervisor leads field crews responsible for inspecting, maintaining, repairing, and improving stormwater infrastructure—such as inlets, pipes, culverts, ditches, channels, detention/retention facilities, and green stormwater assets.

Under general direction, supervises and coordinates stormwater system maintenance operations to protect public safety, reduce localized flooding, support regulatory compliance, and preserve public infrastructure. Plans work, assigns staff and equipment, oversees contractor activities, responds to drainage-related service requests and emergencies, and maintains operational records.

Supervision and Workforce Management

  • Supervise, assign, train, evaluate, and coach maintenance staff.
  • Develop daily work assignments, monitor productivity, and adjust schedules for weather events, emergency response, and changing operational needs.
  • Promote a safe, respectful, and accountable work environment.
  • Participate in hiring, performance evaluations, and development of staff training plans.
  • Ensure staff maintain required licenses, certifications, and safety training.

Emergency Response and Customer Service

  • Coordinate response to flooding, blocked drainage facilities, sinkholes, washouts, storm damage, and other urgent public works issues.
  • Participate in after-hours, on-call, and emergency operations as assigned.
  • Respond to resident, business, and internal department inquiries regarding drainage and stormwater maintenance concerns.
  • Coordinate field activities with Streets, Parks, Utilities, Engineering, Code Enforcement, Police, Fire, and external agencies as needed.

Minimum Qualifications

Education and Experience

  • High school diploma or GED required.
  • At least five years of progressively responsible experience in stormwater, drainage, streets, utilities, construction, heavy equipment, public works maintenance, or a related field.
  • At least two years of lead or supervisory experience.

Equivalent combinations of education, training, and experience may be considered.

Preferred Qualifications

  • Associate degree or technical coursework in construction management, civil engineering technology, environmental science, public works, or a related field.
  • Experience with municipal stormwater systems, MS4 programs, work-order systems, GIS, asset management, and contractor administration.
  • Technical knowledge of maintenance practices, equipment operation, and construction materials is required.

Licenses and Certifications

  • Valid driver's license with a favorable driving record is required.
  • Class A, non-restricted Commercial Driver's License (CDL) with air brake endorsement must be obtained within six months of employment.
  • Work zone safety certification, flagging, confined space, shoring, erosion control, and snow plow training must be completed within one year of employment.

Knowledge, Skills, and Abilities

  • Knowledge of stormwater drainage principles, infrastructure components, and maintenance methods.
  • Knowledge of safe operation of heavy equipment, traffic control practices, trenching/excavation safety, confined-space requirements, and utility-location procedures.
  • Ability to read plans, maps, work orders, and construction drawings.
  • Ability to evaluate field conditions and make sound, timely operational decisions.
  • Ability to supervise crews, prioritize work, manage resources, and communicate clearly with employees and the public.
  • Ability to use computers, mobile work-order systems, GIS maps, and standard office software.
  • Ability to work effectively during adverse weather and emergency conditions.

Working Conditions and Physical Requirements

  • Regular work outdoors in heat, cold, rain, snow, and other adverse weather conditions.
  • Frequent exposure to traffic, uneven terrain, mud, water, noise, heavy equipment, and construction-related hazards.
  • May require entry into confined spaces and work near open water, trenches, or steep drainage channels, subject to training and safety protocols.
  • Requires standing, walking, climbing, bending, lifting, and moving materials or equipment; a common lifting requirement is up to 50 pounds.
  • May require participation in an on-call rotation and emergency response outside regular work hours.

This position requires regular work outdoors in varying weather conditions and may involve exposure to traffic, construction activity, uneven terrain, loud equipment, and other field hazards. The Stormwater Team Supervisor must be available to participate in after-hours on-call rotations and emergency response activities, including snow and ice operations. Required training and time to complete required training will be provided by the City.
