Description

Performs intermediate technical work maintaining GIS database, collecting data on stormwater infrastructure and impervious area, sampling and testing stormwater runoff and strems, inspecting structural stormwater systems for compliance with ordinances, and related work as apparent or assigned. Work is performed under the continuous supervision of the Stormwater Operations Supervisor.

Examples of Duties

  • Identify, investigate, and eliminate illicit connections and discharges from receiving waters, drafts notices of violations and ensures compliance with Chapter 75 of Citys ordinances. Responsible for achieving final compliance in accordance with permit requirements.
  • Carries out water sampling programs including fixed interval sampling, water quality index, total maximum daily load, sanitary sewer overflow detection, illicit discharge detection and elimination, and other water quality sampling as needed and water quality sampling data entry, QA/QC processing, as per the City of Winston-Salem National Pollutant Discharge Elimination System Permit Requirements.
  • Completes onsite impervious surface areas with Trimble GPS equipment and analyze data using ArcGIS for stormwater utility billing calculations; designs and creates maps in ArcGIS to display pertinent stormwater related information for internal and external customers and produces stormwater data reports as needed for various internal and external customers; creates and collects stormwater GIS data within ArcGIS and in the field to keep stormwater department data current.
  • Collects and transports water quality samples from city surface waters for laboratory analyses; inspects and documents best management practices and outfalls at two city and county landfills; maintains inspection records and documentation; completes outfall analytical sampling and data management.
  • Performs field water quality testing of city surface water internal and external at customers request; educate internal and external customers on stormwater related issues in the City.
  • Responds to citizen and customer complaints for water quality, drainage, pollution, utility billing issues, etc.; serves as liaison for internal and external customers for stormwater related concerns; coordinates with Revenue Department staff for stormwater utility billing issues.
  • Performs quality assurance and quality control of the citys SSINV inventory; reviews acceptance of database information from consultant.
  • Performs closed circuit television (CCTV) investigation of subsurface stormwater infrastructure systems for condition/configuration assessments.

Typical Qualifications

Education and Experience: Bachelors degree with coursework in environmental science, geography, biology, geology, or engineering, or related field and minimal experience working with GIS, GPS, and mapping, or equivalent combination of education and experience.

Knowledge, Skills and Abilities: Comprehensive knowledge of related industry, organization, and department policies, practices, and procedures; comprehensive knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws; thorough knowledge of standard office and department specific software, including GIS software; thorough knowledge of industry standard and department specific equipment; ability to enforce ordinances and regulations with firmness, tact and impartiality; ability to translate between metric and standard units of measure; ability to make arithmetic computations using whole numbers, fractions, and decimals; ability to compute rates, ratios, and percentages; ability to understand and apply governmental accounting practices and maintenance of financial records; ability to establish and maintain effective working relationships with associates and the general public. Ability to operate in a dynamic work environment with diverse job duties. Must be able to successfully operate a large crew cab pickup truck (for example, Ford F-250) to accomplish work duties. Experience using Trimble GPS equipment, ArcGIS, ArcPad, and ESRI software is strongly desired.

Physical Requirements: This work requires the occasional exertion of up to 50 pounds of force; work regularly requires using hands to finger, handle or feel, frequently requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and tasting or smelling and occasionally requires sitting, speaking or hearing, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to blood borne pathogens and may be required to wear specialized personal protective equipment, Exposure to Water Borne Pathogens, Exposure to Wildlife and Exposure to Toxic Plants; work is generally in a moderately noisy location (e.g. business office, light traffic). Ability to maneuver and traverse adverse terrain and steep slopes, which includes ingress and egress of streams. Proficient in creating clear written communications for effectively conveying required actions to entities.
