The Opportunity

The York and North Yorkshire Combined Authority is seeking to appoint a Strategic Finance Lead to play a pivotal role within our Finance Leadership Team.

This is an exciting opportunity to help shape the financial future of a young and ambitious organisation at the forefront of devolution. Reporting to the Head of Finance, you will lead our strategic finance, business partnering and investment assurance functions, ensuring that major decisions and investment programmes are underpinned by robust financial planning, governance and analysis.

Working across a diverse portfolio that includes transport, housing, regeneration, skills, economic development and net zero, you will provide expert financial leadership that supports the Mayor's priorities and the Combined Authority's Corporate Plan. You will lead the development of the Medium-Term Financial Strategy, provide financial oversight of high-profile programmes and support the Authority's evolving devolution agenda.

This role offers the opportunity to influence strategic decision-making, work closely with senior leaders and external partners, and help deliver transformational outcomes for communities across York and North Yorkshire.

What you will bring

•          CCAB or CIMA professional accounting qualification with significant post-qualification experience.
•          Extensive experience in a senior strategic finance leadership role.
•          Experience of developing and delivering Medium-Term Financial Strategies and annual budget processes.
•          Strong knowledge of public sector financial management, governance and financial assurance.
•          Experience of advising senior executives, boards, committees and governance bodies on complex financial matters.
•          Experience supporting major investment programmes, business cases and organisational transformation initiatives.
•          Strong financial modelling, forecasting and analytical skills.
•          Excellent communication, stakeholder management and relationship-building skills.
•          A proven ability to lead and develop high-performing teams while promoting a culture of continuous improvement and excellence.
