Project Background:

The Millennium Challenge Account-Indonesia II (MCA Indonesia II), acting on behalf of the Government of Indonesia with support from the Millennium Challenge Corporation (MCC), is implementing the MSME Finance Project under the Indonesia Infrastructure and Finance Compact. The project aims to address structural constraints that limit MSME access to finance by establishing an integrated ecosystem that links MSME capacity building, financial sector strengthening, and market creation. The project will be implemented through a dedicated MSME Service Provider (MSP) responsible for coordinating MSME development, strengthening Financial Service Providers (FSPs), and structuring strategic partnerships to unlock new markets using a results based implementation approach.

Please note this is a bid opportunity and there will not be a role unless the tender is awarded. Estimated award date is the end of 2026 with start-up activities following immediately after award in early 2027.

Position Summary:

The Strategic Partnerships Lead will lead the development and management of partnerships with private sector actors, industry platforms, anchor firms, digital intermediaries, and ecosystem stakeholders to expand MSME market access and unlock investment pathways. The role will focus on identifying, structuring, and operationalizing partnerships that strengthen value chains, enable aggregation models, and support scalable access to finance for MSMEs. Fluency in English required; Bahasa Indonesia preferred.

Location:

  • This role and project will be based in Jakarta, Indonesia. Candidates must be authorized to work in Indonesia as visa sponsorship cannot be provided for this role.

Reporting and Supervision:

  • The Strategic Partnerships Lead will report to the Team Lead
  • This role may supervise 1-2 staff members

Primary Responsibilities:

  • Identify and develop strategic partnerships with private sector companies, industry associations, digital platforms, and ecosystem intermediaries

  • Lead engagement with anchor firms, off-takers, and supply chain actors to integrate MSMEs into formal markets

  • Support development of partnership pipelines and ensure alignment with priority sectors and value chains

  • Structure partnership models that facilitate MSME aggregation, market access, and improved access to finance

  • Design and implement partnership frameworks, including incentives and performance mechanisms aligned with project objectives

  • Develop and manage agreements (MOUs, contracts) with partners and ensure effective implementation

  • Coordinate with business advisory and financial sector teams to link partnerships to financing opportunities

  • Monitor partnership performance and adapt models based on results and market feedback

  • Represent the project in discussions with private sector stakeholders, development partners, and government counterparts

Qualifications and Experience:

  • Advanced degree in business, economics, finance, international development, or related field

  • 10-12 years of experience in private sector engagement, partnerships development, market systems development, or investment facilitation

  • Demonstrated experience structuring partnerships with corporations, value chain actors, or ecosystem platforms, particularly in the agricultural sector

  • Experience working on donor-funded programs focused on MSME finance, agriculture, or private sector development

  • Strong understanding of value chains, market systems, and business models in emerging markets

  • Experience engaging with financial institutions or linking firms to financing solutions

  • Strong stakeholder engagement, negotiation, and partnership management skills

  • Experience working in Indonesia or Southeast Asia preferred

  • Fluency in English required; Bahasa Indonesia preferred
