Jail Health Services (JHS), a division of Public Health - Seattle & King County, is seeking a Jail Health Strategic Planning Manager I who is a driven, organized, and effective change agent in our practice! The Strategic Planning Manager will report to the Division Director and work with JHS Leadership to develop strategic planning guidance, execution, management, visualization and communication throughout the practice. This position is pivotal in driving quality program efforts, providing oversight of JHS priorities and projects, monitoring progress, and communicating key information via dashboards and visual management systems. This role will also own large and small projects as prioritized by JHS Leadership.
The Strategic Planning Manager will oversee JHS priority projects and facilitate necessary tracking, monitoring and completion of key initiatives through various resource staff who are responsible for project management, business analysis, and data systems. Deliverables will be completed collaboratively by various project managers, partners, subject matter experts, and other assigned team members. These efforts are intended to improve division-wide systems, service, and processes using equity-based principles and practices. They will ensure that project timelines, resources and outputs are defined and aligned with division priorities. The Strategic Planning Manager will also have oversight of standardizing and implementing best practice project management principles within the division to facilitate consistent and reliable results. Project priorities and assignments are set by the Division Director. The Strategic Planning Manager provides informed recommendations regarding prioritization, sequencing, and resourcing, but final decisions rest with the Division Director. This ensures alignment with strategic goals while allowing the Strategic Planning Manager to contribute meaningful insight from a workflow and capacity perspective.
A specific effort this position will assist with is our cultural transformation efforts and future strategic planning and execution throughout the division to enhance the overall workplace culture and prepare the division for future mission, vision, and related changes.
ABOUT THE DIVISION
Jail Health Services (JHS) provides needed health and social services to the people detained in the King County jails - King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services. Our team shares a commitment to respectfully care for and engage participants in a culturally responsive manner, meeting them where they are, using holistic and strengths-based approaches, and trauma informed care to foster their health and mental wellbeing and reduce recidivism. Our division includes over 250 employees and an annual budget of approximately $75 million.
Our purpose: To assure high-quality health and human services are available to the people detained in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. Our Mission: To assess and stabilize serious health problems for the detained persons of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.
Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails and involved in clinical court processes, community diversion, and reentry services. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population. JHS staff assess and manage the complex health needs of underserved people in community, many of whom have acute and chronic health conditions.
Note: This recruitment will be used to create an eligibility pool to fill additional Career Service, Term-Limited Temporary (TLT), or Special Duty Assignment (SDA) vacancies that may occur over the next six months.

Work Schedule
The typical work schedule is Monday through Friday - 40 hours per week with some evening, night, and weekend work as necessary.
Remote and Onsite Work:
This position is expected to work primarily on-site, but the Jail Health Services division works in a hybrid model, with some staff in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite locations are at the:
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
