Description
Performs skilled, technical work related to strategic planning, enterprise-wide performance management functions, and related work as apparent or assigned. Work is performed under the limited supervision of the Budget and Performance Management Director. Continuous supervision is exercised over Performance Analyst and Business Analyst positions.

Typical Qualifications
Education and Experience: Bachelors degree with coursework in Public Administration/Affairs (MPA), Finance, or related field and extensive experience in governmental performance management with progressively increasing responsibilities in a local government budget office, or equivalent combination of education and experience. Masters degree preferred.
Knowledge, Skills and Abilities: Thorough knowledge of the theories, principles, practices and techniques related to organizational performance management including strategic planning, departmental work planning, performance measurement, and program evaluation; thorough knowledge of research techniques, methods and procedures; ability to summarize and create appropriate data visualizations and dashboards from complex, large datasets; ability to conduct detailed research and prepare reports and findings; ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables; ability to supervise the work of subordinates; ability to establish and maintain effective working relationships with associates.
Physical Requirements: This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).
Supplemental Information
This position falls under the residency policy that requires the person selected maintain their principal residence within a thirty-mile radius of the Winston-Salem City Hall or establish their principal residence within a thirty-mile radius of the Winston-Salem City Hall within 180 days of the effective date of the personnel action.
