Department: Street Reports to: Designated Supervisor
Summary: Under basic supervision, coordinates and leads the daily activities of Public Works Department (PWD) street maintenance work crews; verifies that vehicles, equipment, and tools are used in compliance with all safety regulations and standard procedures.

Essential duties and responsibilities may include, but are not limited to, the following:
- Leads work crews performing street maintenance activities; identifies and prepares equipment and materials required to meet job demands and complete work projects to meet PWD standards; assures that all safety rules, regulations, and PWD policies are observed on the job site.
- Coordinates and schedules staff, vehicles, and equipment; prioritizes and assigns tasks; reviews the work of assigned staff to assure that work assignments are completed according to specified work orders.
- Trains work crew in street maintenance procedures, techniques, and safety standards; instructs crew in the proper use and maintenance of equipment and tools; works with staff to correct performance deficiencies.
- Prepares daily activity reports, and material and equipment usage reports.
- Oversees ongoing work projects to assure that safety rules and regulations are followed, and that the work zone and all equipment are in safe operating condition.
- Responds to emergency callouts resulting from severe weather, accidents, and other factors; oversees crew activity during emergency events; performs special tasks for public safety and property protection.
- Operates a variety of trucks and heavy equipment; coordinates the inspection and maintenance of vehicles and equipment; identifies and reports mechanical problems requiring additional repair.
- Performs the duties of a Street Maintenance Worker as needed to meet workload demand.
- Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries.
- Supports the divisional operations with regular and timely attendance.
- Must have and maintain a cell phone for City use to hold this position.
- Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
Minimum Qualifications:
Education, Training and Experience Guidelines: High School Diploma or GED required. 2 years' work experience operating heavy motorized vehicles and maintenance equipment required.
Knowledge of:
- Materials, methods, tools and equipment used in maintenance of streets, roadways, and infrastructure.
- Operation, maintenance, and repair standards for heavy equipment and specialized vehicles.
- Federal and state safety rules and regulations, including OSHA, Manual on Uniform Traffic Control Devices (MUTCD), and TX-DOT protocols and safety standards in hazardous traffic environments.
- Traffic laws and rules for vehicle and equipment operation on public streets.
- City geography, traffic patterns, streets, landmarks, and PWD facility locations.
Skill in:
- Leading work crews, reviewing work performed, and promoting and enforcing safe work practices.
- Controlling work sites, and establishing effective safety zones and traffic signage.
- Identifying and resolving street maintenance, safety, and mechanical problems.
- Using specialized tools and heavy motorized equipment to perform maintenance and repair work.
- Making routine operating adjustments, repairs, and preventive maintenance to assigned equipment.
- Safe and efficient operation and maintenance of tools and equipment.
- Closely following verbal and written instructions and procedures.
- Establishing and maintaining cooperative working relationships with co-workers.
License and certification requirements:
- A Texas State Commercial Driver's License Class A with Tanker Endorsements is required.
Physical demands and working environment: Work is performed indoors, outdoors, and at City facilities; requires moderate physical efforts, and the ability to bend, reach, stoop, and lift objects; may be exposed to safety hazards and dangerous tools and equipment; safety precautions must be followed, including use of safety equipment. City approved safety shoes must be worn. Subject to 24 hour call for emergency work.
Physical requirements: Besides the physical requirements mentioned above, the employee will be required to meet the following physical requirements:
- Lifting: 100 + pounds to carry equipment and supplies for repairing and cleaning of street and public property.
- Vision: Required to see visual signals such as flashing lights, gauges, warning lights, traffic lights and signs. Must use peripheral and depth perception vision while driving.
- Hearing: Uses auditory senses to listen to oral communication. Required to hear buzzers, backup bells on equipment and sirens.
- Reading: Required to read maps, directions, education materials and written reports.
- Writing: Required to write reports, memos and field notes and do written performance evaluations of those under his/her supervision.
- Speaking: Required to communicate orally with supervisors and supervised employees in order to perform job responsibilities in a timely manner.
- Agility: Required to use hands and feet for fine manipulation during use of hand tools and other equipment, such as welding equipment and jackhammers. Must be able to operate heavy equipment such as the back hoe, roller machines, lay-down machines, dump trucks and water trucks, mowers and sweepers.
- Environment: Must have ability to work in extreme weather conditions such as sleet, ice and snow or extreme heat and sunshine. This employee primarily works outside. Ability to work in dusty conditions. High noise factors are present during operation of/or while working in the vicinity of heavy equipment.
- Other physical requirements: Must be able to bend, squat, kneel, climb, reach, push, pull overhead, lift overhead, crawl, stand on knees, dig, push, pull, use a pick, jackhammer and weld while performing job duties.
