    Proposal Summary:

    The OBO Construction Management & Engineering Support Services (CM&E SS) contract provides professional construction management, engineering, inspection, project controls, scheduling, risk management, cost estimating, and related technical services supporting OBO's worldwide facilities design and construction program. Services may be performed at OBO headquarters in Rosslyn, Virginia, at domestic support locations, or at overseas diplomatic facilities during project planning, design, and construction phases.

    The contract supports the delivery, renovation, modernization, assessment, and maintenance of U.S. diplomatic facilities worldwide, including embassies, consulates, annexes, utility infrastructure, and other secure government facilities.

    Position Summary:

    The Structural Engineer provides professional engineering services supporting the planning, design review, construction, assessment, investigation, and evaluation of structural systems for OBO's worldwide facilities design and construction program. The Structural Engineer ensures structural designs and construction activities comply with contract requirements, applicable building codes, engineering standards, life-safety requirements, and OBO objectives.

    This position may support project planning, design reviews, construction oversight, condition assessments, forensic investigations, constructability reviews, and resolution of structural engineering issues throughout the project lifecycle.

    Responsibilities:

    • Review structural design documents, calculations, studies, drawings, specifications, and technical submissions.
    • Evaluate structural systems for compliance with applicable codes, standards, and project requirements.
    • Support constructability reviews during planning, design, procurement, and construction phases.
    • Review contractor submittals, RFIs, shop drawings, design modifications, and proposed engineering solutions.
    • Conduct structural assessments, inspections, site investigations, and technical evaluations.
    • Support resolution of structural engineering issues identified during construction.
    • Provide technical support for condition assessments, rehabilitation projects, renovations, and forensic investigations.
    • Coordinate with architects, civil engineers, mechanical engineers, electrical engineers, construction managers, and government personnel.
    • Prepare technical reports, engineering evaluations, recommendations, and project documentation.
    • Support quality assurance, commissioning, and project closeout activities as assigned.
    • Provide technical guidance regarding structural engineering best practices and compliance requirements.

    Qualifications:

    Required

    • Bachelor's degree in Structural Engineering or Civil Engineering from an accredited institution.
    • Minimum seven (7) years of experience as a Structural Engineer on active vertical construction projects.
    • Possess a minimum Final Secret Security Clearance.
    • Strong knowledge of structural analysis, building systems, construction materials, and applicable building codes.
    • Proficiency with Microsoft Office Suite.
    • Excellent verbal and written communication skills.

    Preferred

    • Active Professional Engineer (PE) license.
    • Experience supporting federal construction programs.
    • Experience supporting overseas construction projects.
    • Experience with seismic design, blast-resistant design, and secure government facilities.
    • Familiarity with international building codes and standards.
    • Experience supporting embassies, consulates, institutional facilities, campuses, hospitals, data centers, or other complex vertical construction projects.
