Title: Student Services Manager - TRIO Talent Search

Job Summary

The TRIO Talent Search Student Services Manager is responsible for implementing and managing the U.S. Department of Education-funded TRIO Talent Search program in collaboration with Lewisville ISD and North Central Texas College. The program aims to identify and assist middle and high school students from disadvantaged backgrounds who have the potential to succeed in higher education. The Student Services Manager will provide leadership program development and student services to ensure the grants objectives and compliance with federal guidelines are met.

Responsibilities

Program Management

• Develop and implement program activities to meet Talent Search grant objectives. • Manage program budgets ensuring compliance with federal, state, and institutional guidelines. • Maintain accurate documentation for reporting purposes, including student records, participation logs, and annual performance reports (APR).

Student Services

• Recruit eligible participants from designated schools in Lewisville ISD. • Provide academic, career, and financial aid counseling to participants. • Facilitate workshops, college visits, and enrichment activities to promote college readiness and career exploration. • Assist students with FAFSA completion, college applications, and scholarship searches.

Outreach & Collaboration

• Develop partnerships with Lewisville ISD schools, community organizations, colleges, and universities to enhance program delivery. • Work closely with school counselors, teachers, and administrators to identify and support participants. • Organize parent engagement events to encourage family involvement in students educational journeys.

Staff Supervision

• Recruit, train, and supervise program staff. • Monitor staff performance and ensure professional development opportunities are provided.

Duties and Responsibilities

• Verify, validate, and approve quarterly fiscal reports and budget amendments by examining and analyzing data provided via monthly expense worksheets. • Prepare bi-annual and annual narrative performance reports by writing responses and collecting, revising, analyzing submissions from all TRIO programs and supporting departments. • Establish multiple methods for ongoing and thoroughly identifying special populations and first-generation students by working with Lewisville ISD teachers, admissions, and counselors. • Co-lead with other Grants Office the next re-writes and collaborates with other DOE grants and applications to secure funding for projects for the next continuous year.

• Collect and analyze data to identify the existence and root causes of equity gaps in TRIO programs to understand where we are and where we need to be to meet local and state goals of closing these equity gaps for first-generation students. • Use data outcomes to explore solutions and disseminate information to those who implement programming to mitigate bias in recruitment, retention, and completion efforts for TRIO students to meet DOE objectives. • Facilitate the development of strategic community, educational workforce, and business partnerships in relationship to enhancing the ability to reach TRIO Grant, inclusive of other grant programs, annual, and extended. • Manage ongoing updates, communication, milestone goal achievement, and TRIO design and implementation strategies to adhere to federal compliance for annual APR reviews and goals and fully conducting APR every year using a database solely used for TRIO programs.

Required Skills & Abilities

• Knowledge of legislations and regulations that govern the grant and/or the skill to search for and interpret the appropriate legislations and regulations. • Statistical analysis skills to run descriptive and causal analysis to identify equity gaps and best practices. • Strong research skills used to collect and decipher information to determine best practices when deciding on programming and developing policies and procedures. • Knowledge of the development, implementation, and evaluation of federal grants. • Computer software skills, including knowledge of word processing, spreadsheet, database, graphics, charting, and other business software applications sufficient to collect, query, and analyze data and prepare charts, reports, and presentations. • Strong written communication skills sufficient to write, prepare, and edit materials such as memos, procedures, reports, presentations, statement of work, changes, budget modifications, etc. • Analytical skills for mandatory reporting requirements. • Project management skills sufficient to manage multiple projects simultaneously, create clear and attainable project objectives, build project requirements, oversee the cost, time, and scope of projects, manage project constraints, and communicate progress and end results. • Strong verbal communication skills sufficient to participate in discussions and communicate ideas and procedures to staff, faculty, and managers, and present recommendations and reports to senior management.

Preferred Skills & Abilities

• Required Experience: Three years of work experience in higher-adult education, public administration, grant administration, workforce development, mid-level management. • Experience in budget preparation and management. • Background in partnership development. • Administrative experience preferably with TRIO Talent Search TS. • Experienced personally or worked with individuals from low-income, first-generation, or disabled backgrounds.
