POSITION SUMMARY:
Directs, plans, organizes, and administers daily operations of the Nampa Municipal Airport; performs other duties as required or assigned. The principal function of this role is to direct the daily operations of the Nampa Municipal Airport. The work is performed under the supervision and direction of the Director of Transportation, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over outside contractors and Division staff. The Airport Superintendent must courteously and professionally represent the City in Airport matters and the Airport in City matters. The nature of the work performed requires that an employee in this class to establish and maintain effective working relationships with the Airport Commission and aviating public. The principal duties of this class are performed in a general office environment.
ESSENTIAL FUNCTIONS:
- Develops and implements ongoing operational goals and policies for the airport, including evaluating, analyzing, and documenting results and preparing reports.
- Develops and implements the annual budget, including calculating costs, authorizing approved expenditures, and documenting results. Forecasts airport revenues.
- Maintains rental and land lease fee structures.
- Maintains a positive relationship between the City and airport tenants and guests
- Maintains a positive relationship between the airport and neighboring property owners.
- Provides a positive City presence on the Nampa Municipal Airport, as well as in airport related activities both public and private.
- Coordinates Federal and State grant processing.
- Manages capital improvement projects, including describing projects, issuing specifications, analyzing bids, selecting contractors, monitoring construction projects, and approving contractor payments.
- Manages and performs general maintenance, including doing some repairs, hiring contractors, authorizing projects, and approving expenditures. This work is completed with airport operations staff.
- Manages leases and rentals, including the waiting lists, issuing invoices, receiving payments, and accounting for payments.
- Ensures public and operational safety and security at the airport, including coordinating with city police and fire.
- Plans, supervises, and evaluates the work of departmental personnel, including providing approval for the selection of staff, monitoring work schedules, interviewing for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and rewarding employee performance.
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
- Attend and host monthly airport commission meetings. This includes monthly report outs.
ADDITIONAL FUNCTIONS:
- Attends and participates in aviation organizations where appropriate. Infrequent travel may be required for this function.
- Keeps Public Works Directors and Airport Commission, and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
- High School Graduate or General Education Degree (GED) required
- Associate degree (two-year college or technical school) Required, Field of Study: Aviation Management or related field preferred.
- 6 plus years of experience in Aviation Management or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

WORK ENVIRONMENT:
- The principal duties of this class are performed in a general office environment and in the field in a variety of terrains and weather conditions.
