Distinguishing Features of the Class
The Supervising Hearing Examiner supervises and presides at hearings for the adjudication of charges of parking violations. S/he supervises and administers the work of the bureau and is responsible for legal matters pertaining to the bureau. Incumbents work independently and are responsible for preparing judgments and executions. The duties and minimum qualifications for this position are set forth in the New York State Vehicle and Traffic Law - Article 2-B, Section 236. Immediate supervision is received from the Commissioner of Parking Supervision is exercised over Hearing Examiners (part-time) and parking enforcement personnel.
Examples of work (Illustration Only)
Supervises and presides at hearings for the adjudication of charges of parking violations and scofflaws;
Schedules and supervises the per diem Hearing Examiners;
Proposes amendments and up-dates Hearing Examiner manual to the Commissioner of Parking;
Interacts with the general public and their representatives;
Responsible for ex-parte hearings, hearings by mail, out of town hearings, fleet owners and other special hearings;
Schedules appeals;
Assists in the formulation of bureau policies and programs;
Responsible for preparing judgments and executions;
Supervises the Revenue Recovery Program; Serves as a member of the Appeals Board;
Performs related duties as required.
Minimum Qualifications
As set forth in the New York State Vehicle and Traffic Law, Article 2-B, Subsection 236 Creation of Personnel, applicants must have been admitted to the practice of law in New York State for at least seven (7) YEARS. Note: Must present documentation to verify this experience at time of filing application.

Thorough knowledge of municipal law in the State of New York;
Thorough knowledge of NYS Vehicle and Traffic Law;
Thorough knowledge of the techniques employed in preparing legal memoranda, conducting legal research and analyzing legal problems;
Working knowledge of techniques of extracting information, organizing factual and legal data into clear and logical sequences;
