Job Description and Duties

The California Department of Social Services (CDSS) is seeking a collaborative, innovative, and people-centered leader to serve as the Supervisor I for the Training & Development Unit within the Learning, Education, and Development (LEAD) Section of the Workforce Development Bureau (WDB). This is a high-impact leadership role that directly shapes the learning experiences of CDSS staff statewide.

The Workforce Development Bureau's mission is to support, collaborate, and empower the CDSS workforce through professional development and learning to achieve personal excellence. Our vision is to lead CDSS as a learning organization that embraces discovery, innovation, growth, diversity, and

This position plays a critical role in ensuring the delivery of high-quality, accessible, and engaging training programs that strengthen workforce capability and align with departmental priorities. The Supervisor I provides leadership in team management, operational oversight, instructional design strategy, and vendor coordination, while fostering a supportive and inclusive environment for staff development and engagement.

A Statement of Qualifications (SOQ) is required for this position. There are very specific instructions for the SOQ, and applicants must review the Special Requirements section carefully. Applicants must also have taken, or be eligible to take, the Supervisor I - Exam.

Key Responsibilities

  • Lead and supervise a team of analysts responsible for training coordination, curriculum development, instructional design, and delivery of instructor-led, virtual, hybrid, and on-demand learning.
  • Provide coaching, mentorship, and workload oversight, ensuring clear priorities, professional growth, and timely, high-quality deliverables.
  • Oversee training operations and logistics, including scheduling, communication, learner support, and troubleshooting to ensure smooth and engaging learning experiences.
  • Collaborate with internal partners, program areas, HR, IT, and external vendors to ensure training solutions meet organizational needs and reflect adult learning best practices.
  • Support and guide instructional design efforts, including reviewing and refining curriculum, e-learning modules, templates, and multimedia content for clarity, accessibility, and alignment with learning objectives.
  • Use evaluation data, performance metrics, and LMS reporting to inform continuous improvement and maintain quality standards.
  • Contribute to strategic planning, annual course catalog development, and bureau-wide initiatives that advance CDSS as a learning organization.

Working Conditions

Confidentiality

This position works within the Human Resources Services Branch (HRSB) and has access to confidential and sensitive information. The employee must maintain strict confidentiality and ensure such information is not discussed, copied, or shared with anyone outside of authorized HRSB personnel.

Work Environment

  • Work is performed primarily indoors in a standard office environment with artificial lighting and controlled temperatures, with occasional events outdoors.
  • The position requires remaining in a stationary position for extended periods while performing typical office duties.
  • Daily use of a computer, telephone, and standard office equipment is required.
  • Occasional travel within the State of California may be required.

Hybrid Work Expectations

  • This position may be eligible for a hybrid telework schedule based on operational needs.
  • Employees must be able to report to the designated office location on scheduled in-office days.
  • Employees must maintain a safe, secure, and productive remote work environment that protects confidential information.
  • Occasional schedule adjustments may be required to meet deadlines or attend meetings.

Communication & Mobility

  • Employees must be able to participate in both virtual and in-person meetings.
  • Ability to move between workstations or meeting spaces as needed.

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer's markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position is eligible for hybrid work in accordance with the Governor's Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.

Please note: Regular commute is not compensable.
