Job Description and Duties
The California Department of Social Services is seeking a highly motivated, Supervisor I who is looking for meaningful work in a high profile and fast paced environment to join the Fiscal Policy and Analysis Bureau of the Financial Management Branch (FMB). The Branch serves a key role in budget development, fiscal implementation, fund distribution and providing fiscal policy and oversight of California's multi-billion-dollar social service programs. The Fiscal Policy Section (FPS) plays key roles within CDSS by developing fiscal policy, issuing guidance, and providing oversight of county programs through research, policy analysis, and data review.
Under the general direction of the Section Chief, the Supervisor I is responsible for management of the CalWORKs, CalFresh Unit and the planning, development, implementation, and oversight of fiscal policy and claiming for California's 58 counties. The responsibilities include internal coordination with the programs and managing relationships with county partners and stakeholders. The Supervisor I oversees the work of five analysts in the unit, provides expert analysis, legislative interpretation, and technical guidance to counties and stakeholders, addressing complex fiscal issues to minimize financial risk. Through collaboration, resarch, and proactive policy development, the Policy Unit promotes fiscal accountability and sustainability across California's social service programs. The FMB invites candidates with leadership experience, strong research and analytical skills and sound decision-making experience who are up for a challenge to apply and compete.
Hybrid Telework Work Information: This position has been designated as eligible for telework for part of the work week, pending Union contract negotiations. This position requires weekly in-person attendance.

Working Conditions
This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance of the State Capitol, parks, restaurants, farmers' markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.
This position is eligible for hybrid work in accordance with the Governor's Executive Order N-22-25and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. For positions advertised in more than one location, headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

The Financial Management Branch (FMB) is comprised of two bureaus: Fiscal Policy and Analysis Bureau and Budget Bureau. The branch plays a key role in developing fiscal policy, working with the Department's core programs to develop claiming structures, allocation methodologies, and issuances for the Local Assistance Budget and duties associated with the CDSS State Operations Budget.
The Fiscal Policy and Analysis Bureau is responsible for fiscal policy related matters to support overall program administration and budget development and implementation. This includes overall analysis and coordination of federal and state legislation for fiscal impact, as well as serving either lead or support
capacities for special projects.
