Job Summary

The Division of Social Services (DSS) is seeking a highly skilled and experienced Supervisor, IT Business Analyst to join our Project Management Office, Portfolio Management Team in Carson City or Las Vegas, NV.

As a Supervisor, IT Business Analyst, you will play a critical role in identifying, analyzing, and improving business processes within the organization. You will be responsible for driving the implementation of best practices in project portfolio management, ensuring successful project outcomes, and contributing to the overall efficiency and effectiveness of our agency. Will lead and facilitate the analysis and documentation of existing business processes, identifying areas for improvement and streamlining workflow.

Develop and implement portfolio project management best practices, ensuring alignment with organizational goals and objectives. Collaborate with cross-functional teams, including project managers, business stakeholders, and technical staff, to define project requirements, scope, and deliverables. Conduct thorough research and analysis to support decision-making processes, assess project risks and impacts, and provide recommendations for process improvements. Evaluate project proposals, business cases, and feasibility studies, and provide expert insights and guidance on project prioritization. Monitor and track project progress, identifying and addressing any issues or bottlenecks, and proactively communicating updates to stakeholders and senior management. Project manage technical DSS projects as directed. Experience in developing Advanced Planning Documentation (APD) for federal funding efforts. Contract management experience and project fiscal operational tracking and auditing.

Monitor and support the portfolio team member in executing action related to process improvement and application of industry standard project management methodologies. Demonstrate a proactive approach in prioritizing projects, resources and portfolio needs as learned from held industry recognized certifications. Demonstrated ability to manage multiple projects simultaneously and prioritize tasks in a fast-paced environment. Essential Qualifications

Three or more years of applicable experience as described in the job duties with a minimum of one-year supervisory experience preferred and graduation from high school or equivalent education.

Job Duties

  • Apply recognized data processing concepts to business process plans and analyses.
  • Develop work and/or data flow diagrams that illustrate and describe functional processes of the system.
  • Document business and functional requirements for proposed projects.
  • Review and document test results to assess the accuracy and completeness of application code.
  • Monitor quality assurance.
  • Research and evaluate computer hardware and software needs.
  • Analyze business processes, propose improvements, and identify work processes that may be automated.
  • Define potential benefits of proposed systems or deficiencies to be corrected in the existing system.
  • Define and document data definitions and relationships to be used in the foundation of systems development.
  • Develop procedural alternatives in the absence of properly operating software.
  • Consult with stakeholders to determine business function and end-user requirements.
  • Conduct alternative analyses and develop written requirements for proposed systems and applications.
  • Train individuals in the use of the system and system software.
  • Test systems functionality by preparing test plans and participating in quality assurance.
  • Initiate system work requests.
  • Develop bridging specifications to program areas that interact with processes and output.
  • Consult with programmers regarding the technical requirements, logic, and deficiencies of programs.
  • Participate in recommending and justifying resource allocations and expenditure decisions.
  • Assist in procedure development, evaluation, preparation, and modification.
  • Develop transition plans.
  • Participate in training development and presentation.
  • Review, analyze, and interpret the effects of federal and State laws, regulations, and agency policies.
  • Write technical requirements for grant proposals.
  • Prepare documentation for the computer system manual.
  • Serve as project leaders and define and manage project scope and objectives.
  • Prepare project justifications, timelines, status reports, and implementation plans.
  • Implement projects.
  • Assist in budget preparation, make purchase requests, and track and record expenditures and costs.
  • Manage project funding and resource allocation.
  • Provide technical guidance to contractors and staff.
  • Responsible for long-range, broad-based planning for a variety of automated programs.
  • Develop policies and procedures.
  • Train, supervise, schedule, and evaluate the performance of employees, and other supervisory duties as appropriate for managing people.
  • Perform related duties as assigned.
