SUPERVISOR OF CHILD STUDY TEAMS/SPECIAL EDUCATION PRE-KINDERGARTEN - 6TH GRADE

Starting at $110,000, negotiable based on experience, prorated for the period of employment per negotiated contract.
Reports To: Assistant Superintendent for Student Services
Qualifications:
New Jersey Supervisor's Certificate and one of the following certifications:
New Jersey School Social Worker or,
New Jersey School Psychologist, or
New Jersey Learning Disability Teacher Consultant.
N.J. Special Education Teacher.
Excellent organizational skills and the ability to motivate people.
Knowledge and understanding of the role and responsibilities of child study team members.
Knowledge and understanding of special education programs and services, curriculum development and program evaluation, child growth and development, effective instructional strategies, classroom management and research related to learning.
Knowledge and understanding of the regulations regarding the operation of special education programs and services as outlined in federal and state statutes and codes.
Demonstrated ability to relate with students, staff administration, parents and the community.
Demonstrated ability to communicate effectively in English, both orally and in writing, using proper grammar and vocabulary.

Supervision: Child Study Team Members, Special Education Teachers and Aides
Job Goal: To supervise Pre-Kindergarten grade 6 comprehensive education programs for all students requiring special education. To supervise the operations of Child Study Teams in order to ensure appropriate programming for students in the least restrictive environment and compliance with all state and federal regulations.
Performance Responsibilities
Systems Leadership:
- The Special Education Supervisor assists with implementing the vision for the school/district, attending to school/district priorities, monitoring the implementation of rigorous goals, implementing the strategic plan, and inspiring and engaging various stakeholders to adopt and enact the vision and strategic plan.
- The Special Education Supervisor uses a variety of data to identify a practice or program in need of change, systematically guide staff through the change process, and build consensus as the status quo is challenged to positively impact the culture and performance of the school and district.
- The Special Education Supervisor uses a variety of data to help develop, manage, appropriate, and expend in a timely manner a comprehensive budget that aligns with school and district goals and priorities for the programs under his/her supervision.
- The Special Education Supervisor assists with recruiting, interviewing, hiring, mentoring, and retaining highly qualified, appropriately certificated, talented, and diverse staff.
- The Special Education Supervisor develops and implements systems and protocols to ensure equal access, consistency of delivery, and equity in special education and support services programs available to students regardless of school assignment.
- The Special Education Supervisor is knowledgeable of and implements protocols and procedures to comply with relevant district, county, state, and federal laws, mandates, regulations, and policies in a timely manner.
Culture and Climate Leadership
- The Special Education Supervisor develops and implements ongoing practices to recognize and celebrate hard work, innovative and creative risk-taking, good character, exceptional performance, and outstanding accomplishments of students and/or staff.
- The Special Education Supervisor establishes strong and open lines of two-way communication, multiple opportunities for input, and varied methods of gathering feedback from students, staff, and/or other administrators.
- The Special Education Supervisor is aware of social, political, and controversial undercurrents in the district and institutes collaborative procedures and gathers input to proactively address these concerns and minimize the impact on the educational program.
- The Special Education Supervisor proactively invests time to build rapport and cultivate productive relationships with students, staff and/or families in an effort to develop and maintain a supportive, respectful and trusting educational learning environment.
Instructional Leadership
- The Special Education Supervisor ensures high quality instruction through meaningful interactions and engagements with staff by providing feedback to staff after conducting walkthroughs, completing announced and unannounced formal observations, completing tandem observations, conferencing and conferring with staff, reviewing artifacts, and inspecting evidence of instruction.
- The Special Education Supervisor ensures high quality instruction and professional services by providing meaningful, timely and ongoing verbal and written feedback to and collaborating with teachers and staff regarding research-based practices and student outcomes.
- The Special Education Supervisor collaborates with counselors, CST, therapists, nurses, teachers and staff to develop, modify and/or implement a rigorous research-based special education and support services program that is aligned to the district curriculum and the most recent adopted professional standards. Monitors and evaluates program delivery and adherence to regulations and timelines.
- The Special Education Supervisor plans, implements, and monitors engaging and ongoing professional growth and learning activities that: (1) target effective research-based curriculum, instruction, professional services, and assessment practices; (2) enhance the teaching and support staff's professional capacity to improve student achievement; and (3) positively impact the culture and performance of the school and district.
- The Special Education Supervisor ensures that the entire staff including the Special Education Supervisor analyzes and uses multiple data sources on an ongoing basis to make effective instructional and programmatic decisions.
Professional and Community Leadership
- The Special Education Supervisor operates and interacts with individuals and groups in a respectful, honest, and ethical manner while demonstrating good integrity.
- The Special Education Supervisor supports ongoing professional growth and learning of self through collaboration, practice, inquiry, and participation in engaging professional development activities that: (1) align to CIA needs; (2) improve and enhance his/her professional capacity; and (3) positively impact the culture and performance of the school and district.
- The Special Education Supervisor recognizes that s/he is part of the district administrative team and supports ongoing team collaboration, interaction, planning, problem solving and participation in engaging professional development activities that have a positive impact on the capacity, productivity, efficiency and effectiveness of the team.
- The Special Education Supervisor cultivates relationships and develops systems that result in ongoing communication, collaboration, input, and interactive feedback with parents, families, Board of Education members, residents, local colleges/universities and/or business/community leaders that have a positive impact on the culture and performance of the school and district.
- The Special Education Supervisor performs any other duties that are within the scope of employment and certification, as assigned by the Assistant Superintendent for Student Services and/or the Superintendent.
