Salary: Based on the Service Salary Pay Scale (Supervisor of Maintenance at 261 Days)

Salary and benefits according to the applicable West Virginia school service personnel salary schedule and county supplement.

Position Definition

"Supervisor of Maintenance" means a skilled person who is not a professional person or professional educator as defined in West Virginia Code §18A-1-1. The Supervisor of Maintenance is responsible for directing the upkeep of buildings, maintenance facilities, and shops and for issuing instructions to subordinate employees concerning the cleaning, repair, and maintenance of all structures and mechanical and electrical equipment owned or operated by the county board of education.

Position Summary

The Supervisor of Maintenance provides leadership and direction for the maintenance, repair, operation, and improvement of county school facilities and related property. The employee coordinates the work of maintenance personnel, establishes work priorities, monitors the completion of projects, and helps ensure that all buildings, grounds, equipment, and systems are maintained in a safe, efficient, and operational condition.

Essential Duties and Responsibilities

  • Direct, coordinate, and supervise the daily work of county maintenance employees.
  • Assign work orders and issue instructions to employees responsible for cleaning, maintenance, repairs, renovations, and facility improvements.
  • Establish priorities for routine, preventive, emergency, and long-term maintenance needs throughout the school system.
  • Inspect school buildings, administrative facilities, maintenance shops, athletic facilities, grounds, and other county-owned property to identify needed repairs and safety concerns.
  • Coordinate the inspection, maintenance, and repair of mechanical, electrical, plumbing, heating, ventilation, air-conditioning, roofing, structural, and other building systems.
  • Develop and oversee a preventive maintenance program designed to extend the useful life of buildings, vehicles, machinery, and equipment.
  • Respond to emergency maintenance situations and coordinate appropriate personnel, contractors, and resources.
  • Monitor the progress and quality of maintenance work to ensure assignments are completed properly, safely, and within established timeframes.
  • Maintain records of work orders, inspections, repairs, equipment, materials, project costs, and preventive maintenance activities.
  • Assist with preparing maintenance budgets and monitoring expenditures for supplies, equipment, materials, contracted services, and facility projects.
  • Recommend the purchase, replacement, repair, or disposal of maintenance equipment, tools, vehicles, and building systems.
  • Maintain an appropriate inventory of maintenance supplies, replacement parts, tools, and equipment.
  • Obtain estimates and assist with the development of specifications for maintenance projects, equipment purchases, and contracted services.
  • Coordinate with principals, supervisors, central-office administrators, contractors, inspectors, utility providers, and governmental agencies regarding facility and maintenance needs.
  • Ensure that maintenance work is conducted in accordance with applicable federal and state laws, West Virginia Board of Education policies, county policies, building codes, fire codes, environmental requirements, and workplace safety standards.
  • Promote safe work practices and ensure employees use appropriate tools, equipment, personal protective equipment, and safety procedures.
  • Provide instruction, guidance, and training to maintenance employees concerning job assignments, equipment operation, safety procedures, and work expectations.
  • Assist in evaluating the performance of assigned employees in accordance with county procedures.
  • Report unsafe conditions, major facility concerns, and anticipated maintenance needs to the appropriate administrator.
  • Assist with snow removal, storm response, utility interruptions, and other emergency operations as needed.
  • Maintain confidentiality and demonstrate professional conduct when interacting with employees, students, parents, contractors, and members of the public.
  • Perform other duties related to the position as assigned by the Superintendent or designee.

Qualifications

  • Must meet the definition and qualifications for Supervisor of Maintenance established by West Virginia law and applicable West Virginia Board of Education policy.
  • Must hold a high school diploma or equivalent.
  • Must successfully complete any competency testing required for the position.
  • Must possess demonstrated knowledge and experience in building maintenance, construction, electrical systems, plumbing, heating and cooling systems, carpentry, mechanical systems, or related skilled trades.
  • Certified in one area of expertise with general knowledge of other areas of expertise
  • Supervisory or leadership experience in maintenance, construction, facilities management, or a related area is preferred.
  • Must possess a valid driver's license and maintain an acceptable driving record.
  • Must be able to read and interpret work orders, technical manuals, plans, specifications, safety information, and equipment instructions.
  • Must possess the organizational and communication skills necessary to assign work, supervise personnel, maintain records, and coordinate multiple projects.
  • Must be able to work effectively with school administrators, employees, contractors, vendors, inspectors, and members of the public.
  • Must successfully complete all required background checks and employment requirements.

Knowledge, Skills, and Abilities

The successful applicant should demonstrate:

  • Knowledge of building maintenance practices and preventive maintenance procedures.
  • Knowledge of mechanical, electrical, plumbing, HVAC, structural, and related building systems.
  • Ability to supervise, direct, and evaluate the work of maintenance personnel.
  • Ability to establish priorities and manage multiple work assignments.
  • Ability to diagnose maintenance problems and recommend practical solutions.
  • Ability to prepare and maintain accurate records, reports, inventories, and cost estimates.
  • Ability to communicate instructions clearly and professionally.
  • Ability to respond effectively to emergencies and changing operational needs.
  • Ability to promote teamwork, accountability, efficiency, and workplace safety.

Physical Requirements

The employee must be able to perform the physical duties associated with facilities inspection and maintenance supervision. Duties may require standing, walking, climbing stairs and ladders, bending, stooping, kneeling, reaching, lifting, carrying, pushing, or pulling maintenance materials and equipment.

The employee may be required to work in confined spaces, mechanical rooms, crawl spaces, rooftops, construction areas, and outdoor environments. Reasonable accommodations may be made to enable qualified individuals with disabilities to perform the essential functions of the position.

Work Environment

The employee may be exposed to dust, noise, chemicals, moving machinery, electrical systems, inclement weather, extreme temperatures, and other conditions commonly associated with building maintenance and construction work. The employee must follow all applicable safety procedures and use required protective equipment.

The employee may be required to work outside the regular work schedule, including evenings, weekends, holidays, or emergency call-out situations.

Evaluation

Performance will be evaluated in accordance with West Virginia law, West Virginia Board of Education policy, and Boone County Board of Education procedures.
