    POSITION SUMMARY: Under the direction of the Director of Student Services, the Supervisor of Student Services: Health Services serves as the school system''s leader for health services programming, clinical practice oversight, and student health initiatives. The Supervisor is responsible for developing, implementing, supervising, and evaluating a comprehensive school health services program that promotes student wellness, safety, attendance, and academic achievement. The position ensures compliance with applicable laws, regulations, and professional standards; supervises health services personnel; coordinates health-related emergency preparedness and risk management activities; manages departmental operations and resources; and collaborates with internal and external stakeholders to ensure equitable access to health services and support for all students.

    EDUCATION, CERTIFICATION AND EXPERIENCE:

    At the time of application, the candidate must hold or be eligible for:

    • Bachelor's degree in nursing required. Master's degree in nursing, Public Health, Health Administration, Educational Leadership, or a related field preferred.
    • A valid Registered Nurse License (RN) in the State of Maryland.
    • Certified School Nurse designation preferred.
    • Administrative and Supervisory Certification, or demonstrated leadership and supervisory experience in a school, healthcare, or public health setting preferred.
    • Minimum of five years of progressively responsible experience in school nursing, community health nursing, or related healthcare setting, including leadership responsibilities preferred.

    • Thorough knowledge of public health principles, school nursing practices, and applicable federal, state, and local laws, regulations, and guidelines governing school health services.
    • Knowledge of COMAR regulations, Maryland Nurse Practice Act requirements, MSDE School Health Services Guidelines, FERPA, HIPAA, and student health reporting requirements.
    • Ability to supervise, evaluate, mentor, and support professional and support staff while fostering a collaborative and high-performing work environment.
    • Demonstrated leadership, organizational, project management, and strategic planning skills.
    • Ability to collect, analyze, interpret, and use data to evaluate programs, support decision-making, and drive continuous improvement.
    • Knowledge of budget development, fiscal management, resource allocation, and procurement practices.
    • Ability to develop, implement, and evaluate professional learning and health services programs.
    • Knowledge of crisis management, emergency preparedness, communicable disease response, and school safety procedures.
    • Ability to establish and maintain effective working relationships with students, families, staff, healthcare providers, community agencies, and government organizations.
    • Excellent oral, written, presentation, and interpersonal communication skills.
    • Ability to exercise sound judgment, maintain confidentiality, and make decisions in complex and time-sensitive situations.
    • Proficiency in the use of technology and data systems applicable to health services administration.

    ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:

    • Develops, implements, supervises, and evaluates a comprehensive school health services program that ensures the effective delivery of health services and promotes student achievement, wellness, and well-being throughout the school system.
    • Participates in district strategic planning initiatives and develops health services goals, priorities, and performance measures aligned with Board of Education and Student Services objectives.
    • Develops, revises, and implements health services procedures, protocols, and operational guidance.
    • Collects, analyzes, and reports health services data to evaluate program effectiveness, support continuous improvement, and fulfill local, state, and federal reporting requirements.
    • Ensures compliance with COMAR, the Maryland Nurse Practice Act, MSDE School Health Services Guidelines, FERPA, HIPAA, and applicable federal, state, and local regulations.
    • Interprets school health laws, regulations, and policies for school nurses, administrators, and staff.
    • Ensures compliance with immunization requirements, communicable disease regulations, medication administration procedures, and other health-related mandates while coordinating appropriate prevention and response protocols.
    • Supports district risk management efforts by monitoring health-related compliance requirements, investigating incidents as appropriate, and recommending corrective actions to reduce risk and enhance student and staff safety.
    • Reviews and interprets medical documentation, healthcare provider recommendations, and student health information to support appropriate educational and health services planning.
    • Supervises, evaluates, mentors, coaches, and supports school health personnel to ensure adherence to professional nursing standards, continuous improvement, and high-quality service delivery.
    • Collaborates with Human Resources in workforce planning, recruitment, hiring, onboarding, evaluation, and retention of health services personnel.
    • Plans and monitors staffing assignments, workload distribution, and service delivery models to ensure equitable and effective health services across the school system.
    • Develops, implements, and evaluates professional learning programs for health services personnel and school-based staff on student health, safety, and wellness topics.
    • Ensures the development, implementation, and monitoring of Individualized Healthcare Plans (IHPs), Emergency Care Plans, Section 504 accommodations, and health-related provisions of IEPs for students with identified health needs.
    • Coordinates and monitors Home and Hospital and Chronic Health Impairment Program instructional services in collaboration with physicians, families, schools, and instructional staff to ensure continuity of educational services for eligible students.
    • Promotes equitable access to health services and collaborates with multidisciplinary teams to support student wellness, attendance, academic achievement, and overall school success.
    • Collaborates with schools and multidisciplinary teams to address health-related barriers to attendance and support efforts to reduce chronic absenteeism.
    • Organizes and implements health screening programs.
    • Serves as the school system''s primary liaison with local, state, and federal health agencies and community partners to coordinate services, resources, and compliance initiatives.
    • Develops and implements an annual budget for the health services program.
    • Oversees the acquisition, distribution, maintenance, and replacement of health services equipment and supplies to ensure safe and effective program operations.
    • Collaborates with school administrators, Student Services, Safety and Security, and public health officials to develop, implement, and evaluate medical emergency response procedures and health-related components of school safety plans.
    • Oversees nursing practice, delegation, clinical procedures, and standards of care in accordance with the Maryland Nurse Practice Act and professional nursing standards.
    • Serves as the district's Section 504 Compliance Officer.

    OTHER JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:

    • Performs related work as required or assigned by the Director of Student Services
    • Represents Calvert County Public Schools at local and state meetings as necessary

    UNUSUAL DEMANDS:

    • Subject to flexible hours, including?evenings and weekends and working across the systemincluding office settings and
    • Travels from school to school as necessary.
