Qualifications
Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service.
Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-14 level in the Federal service or at an equivalent level. This specialized experience must have been acquired in an environment focused on government oversight, audits, or investigations at the federal level. Specialized experience is defined as: (1) Supervising audit teams; evaluating performance; developing staff; and addressing workplace issues. (2) Applying knowledge of organizational mission and policies to plan, manage, and ensure compliance of audit work. (3) Managing audit planning and execution in accordance with standards; reviewing findings and recommendations for accuracy and value. (4) Communicating expectations and results by delivering briefings, high-stakes meetings, and audience-appropriate messaging. (5) Managing the development of clear, defensible, evidence-based audit documentation, findings, and recommendations.
AND
Basic Qualifications for the 0511 Series: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicants background must also include one of the following:1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; Or 2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Education cannot be substituted for experience at this grade level.
Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate schools definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Accreditation: Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute for experience. THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED ONE YEAR. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. If temporarily promoted, the temporary assignment may be ended earlier or may be extended up to five years based on managements needs. It may also be made permanent without further competition.
At the end of the temporary promotion (if temporarily promoted), the employees basic pay will be set at the rate received prior to being temporarily promoted, regardless of length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum.
Return Rights: If the duration of this temporary assignment is one year or less, the employee will be returned to their permanent position of record. Return rights to the employees permanent position of record may be impacted if the temporary assignment lasts over one year (including extensions beyond the initial appointment) and is in a different Division/Office. Office refers to the equivalent of a Division, not a geographic location. When both criteria apply, the temporary and permanent Division/Office must concur on the position to which the employee will be permanently returned to. If the employees permanent position of record is no longer available at the conclusion of the temporary assignment, the employee will be placed in a position that is comparable to the other permanent position (i.e., same series, grade, and duty location).
