Help
Managerial duties typically affect managers and employees for more than one organizational unit/project/program and include strategic planning, communicating the organizations vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, managers and employees, coaching and developing staff and organizational capabilities, approving leave, and taking or approving corrective/disciplinary action as appropriate.
Applies detailed knowledge of the technical aspects of the work directed, applies detailed knowledge of ATO budget, personnel and other administrative policies and procedures, and applies a comprehensive understanding of the objectives of the organization. Provides airspace analysis support, manages airspace improvement projects, and provides air traffic procedures development support. Performs airspace modeling and simulations. Provides facilities and project proponents with leadership and guidance through the NAS redesign process.
Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Manages budget reporting for the Service Area projects. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the Service Area.
Contacts are routinely internal and external. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. Serves as an advocate for project approval at the national level. Maintains standardization in the procedures review process by coordinating kick-off meetings. Facilitates RNAV working group review. Provides support for the national prioritization of instrument flight procedure production. Considered the rule making expert for all airspace actions within the Service Area.
Coordinates special events affecting numerous facilities. Maintains communications between facilities and scheduling authorities. Processes requests for TFRs when applicable. Coordinates on time events and provides guidance to facilities on special operations, if necessary. Ensures requirements for VIP/Presidential movement, and communicates itinerary changes to affected facilities. Provides primary liaison with the Department of Defense. Serves as focal point for international air traffic control matters for the Service Area.
Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where the Service Area or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. In doing so, considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.

Candidates must have one year (52 weeks) of specialized experience equivalent to the (FV-K or FG15) level that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience includes: Experience in directing work of subordinate employees and/or managers or multiple organizational units/projects/programs and across multiple function and/or disciplines. Specialized experience for this position is the application of in-depth knowledge of National Airspace System (NAS) equipment, air traffic control operations and procedures and policies and overall functionality of the NAS. Experience working as an Air Traffic Controller in an ATS facility is preferred.
