This position is located at Camp LeJeune, NC . Candidates selected for this position will serve as a Supervisory Construction Program Analyst.
Major Duties
Serves as Project Manager for administration of the Marine Corps Central Construction Fund Program and is responsible for the overall management, completion and financial outcome of multiple construction projects in a timely and cost-effective manner from inception to warranty. Independently acts as on-site field inspector and provides comprehensive technical guidance, advice and assistance to Marine Corps field commands on standards of design, major construction and renovation, facility operational requirements, geographic location, environmental and economic conditions, space and financial status for projected renovation and construction projects. Proficient in reading and reviewing project documentation such as architectural/engineering plans, specifications, and cost estimates. Makes decisions and directs changes in project design, project scope, project specifications, and project budget within authorized funding limits. Reviews facility deficiencies in facility assets. Prepares project costs and ensures these costs remain within authorized funding levels. Budgets for Operating and Maintenance (O&M) or Facility Sustainment, Restoration and Modernization (FSRM) support of NAF construction projects, and coordinates with the Naval Facility Engineering Command and the Army IMCOM-G9 MWR and Family Services, and field commands to allocate funds.
Serves as a direct advisor to the Head of the Marine Corps Non-Appropriated Fund Construction Branch, MCCS Directors, Installation Commanders, and other senior leaders in MCCS for assigned projects. Coordinates and oversees Project Validation Assessments as required. Develops acquisition strategies for individual projects based on specific requirements. Attends planning/design/construction meetings as the CMC representative, and coordinates actions between Program Sponsors, and designated Construction/Design Agencies (NAVFAC, AAFES, Army IMCOM-G9 or Navy BuPers). Serves as liaison to installation project managers, designated construction and design agents, contractors, professional associations, commercial contacts, and contacts with sister services and other Federal Government Agencies. Initiates purchase orders for phases of projects, and reviews invoices to authorize payment. Prepares official correspondence, briefs and status reports of projects as required. Conducts briefs for senior leaders such as Branch Heads, Deputy Directors, MCCS Directors, Installation Commanders and the Director of MR.
Frequently travels to Marine Corps field commands to provide technical guidance, advice and assistance, and attends required meetings, conferences and seminars.
Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow through on maximizing productivity and economies. Drives and ensures core values and brand standards. Oversees, prepares and approves internal office financial plans and related records and reports, and exercises authority on approved overall budget. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Develops long range plans in conjunction with internal operating directives. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs may be required.
Qualifications
Bachelor¿s Degree from an accredited college or university in architecture, engineering, construction management, business administration or a related field appropriate to construction work AND four years of experience in the occupation, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above.
Must have skill to apply this knowledge to diverse and complex assignments that require development and implementation of new projects considering a variety of environmental and economic factors with significant costs. Must have demonstrated analytical ability, ability to work and deal effectively with others, sound judgment, maturity, integrity, and supervisory capability. Exercise judgment in decision making that often requires considerable interpretation of current regulations and guidelines pertaining to design and construction projects. Aligning project priorities by creating a plan of action and milestones and a developed course of action. Demonstrated proficiency and experience to expertly manage the design and construction of retail and recreational facilities, business operations and functional requirements associated with MCCS.
Skill to interpret blueprints, drawings, and construction specifications. Ability to communicate effectively both orally and in writing. Knowledge of military operations and protocol, system of management, fiscal planning, and programming methods. Skill to deal effectively with senior leadership from military and commercial environments. Knowledge and experience with intermediate level computer skills (word processing, spreadsheets, database software and computer drafting/architectural programs). Must be able to travel in support of projects.
