AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. AREA 3 = Officers, Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a SUPERVISORY FACILITY PLANS & PROGRAMS MANAGEMENT SPECIALIST (D1127000), GS-1601-12, you will manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management programs. Responsible for the technical and administrative development, coordination, and execution of Military Construction Army National Guard (ARNG MILCON, MCNG), Real Property Operations and Maintenance (RPOM), State Capitol Programs (SCFR) and all ARNG facilities. Responsible for the statewide Installation Status Report (ISR). The incumbent provides supervision, subordinate guidance and team leadership to NDS (Non-Dual Status), DS (Dual Status), and/or state employees. Incumbent performs long-term planning and organizational development necessary to accomplish facilities engineering and management program functions in support of programs essential to state ARNG daily operations, training, and readiness missions. Fosters and environment conducive to teaming among service providers and customers to meet state ARNG requirements.
PHYSICAL DEMANDS:
Work is mainly sedentary. Some periodic visits are made to work sites that require limited physical effort. Does not typically require recurring bending, crouching, stooping, stretching, or reaching as well as long periods of standings.
WORKING ENVORONMENT:
Work is typically in an office with adequate light, heat, and ventilation where normal every day risks are present. Frequent travel is required to various locations within the state but the position does not involve regular and recurring exposure to moderate risks and discomforts typical of the next higher level.
QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicant must posses at least ONE (1) year of specialized experience at the next lower grade level GS-11 or, THIRTY-SIX (36) months of equivalent specialized experiences performing or supervising duties such as tracking projects through approving agencies on local, state, and national levels; planning, design, and construction of major structures and facilities with expertise in space utilization, building environmental systems, fire and security systems; working knowledge of architectural and engineering concepts, construction methods and practices, contract procedures, and construction management practices; manage funds for construction and renovation projects and ability to execute construction projects on time and within budget; provide policy guidance regarding the Design and Project Management area; oversees the project management of all construction and renovation projects; and oversees, evaluates work, and checks on progress of A & E firms.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A 4-year course of study leading to a bachelors degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semesters hours or 20 classroom hours of instruction per week) for SIX (6) months of specialized experience.
One full year of graduate level education or superior academic achievement in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semesters hours or 20 classroom hours of instruction per week) for TWELVE (12) months of specialized experience.
NOTE:
Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.

ORGANIZATION
The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.
Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.
Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
