DUTY 1 - Plans, organizes, and directs the activities of the Division, ensuring that R&D, technology transition, and partner engagements comply with legal and regulatory requirements and meets customer needs.
DUTY 2 - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
DUTY 3 - Represents the division with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with senior civilian and military scientists, policymakers, and R&D managers (e.g. SES, MIL 0-6, GG-15, academic R&D Vice Presidents) on a wide range of matters, which include highly unstructured and interconnected problems involving both difficult technology and complex human relations, or programmatic issues, etc.
DUTY 4 - Develops and fosters collaborative R&D relationships across the DoD, USG agencies, international partners, industry, and academia to close enterprise-level capability gaps and broaden the impact of technical collection and analytic reporting.
DUTY 5 - Provides technical oversight and program management for strategic R&D partnership and state-ofthe-art advanced concept development across the full spectrum of AFTAC mission areas. Establishes near-term and strategic technical objectives to meet the goals of the Strategic Integration Directorate.

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectees salary will be set within the grade equivalent to a GS/GG grade based on the selectees qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Geophysics Series 1313, General Physical Science Series 1301, Physics Series 1310, Astronomy and Space Science Series 1330, Chemistry Series, 1320: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of advanced analytical principles, concepts, and methods in the field of physical science, with broad interpretive knowledge in nuclear sciences (i.e. radiochemistry and nuclear measurement principles), national technical nuclear forensics, laboratory analysis systems, spaced-based surveillance, seismology, hydro-acoustics, and program management concepts, principles and practices; knowledge of planning, budgeting, scheduling, personnel management, systems acquisition and contracting of scientific projects and programs; knowledge of Joint DoD, DOE, DOJ, DOS and OHS structure, organizations, and mission/functions, interrelationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. NOTE: You must submit a copy of official transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of advanced analytical principles, concepts, and methods in the field of physical science, with broad interpretive knowledge in material physics, nuclear engineering, chemistry, geophysics, electro magnetics, optics, sensors, signal processing, high performance computing, artificial intelligence, statistics, national technical nuclear forensics, laboratory analysis systems, and space-based surveillance.
Knowledge of planning, budgeting, scheduling, personnel management, and program management, to include systems acquisition and contracting of scientific projects and programs.
Knowledge of Joint DoD, DOE, DOJ, DOS and OHS structure, organizations, and
mission/functions, interrelationships and operations.
Skill in interpreting, organizing, and presenting information in a clear, concise manner to produce scientific reports and briefings to senior level audiences in order to successfully negotiate and/or defend and justify program positions.
Ability to develop and transition new methods, approaches, and procedures from concept refinement through development and operational deployment.
Ability to quickly assimilate highly complex disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations in operational settings under conditions of urgency and pressure based on mature judgment and experience; present and/or defend a position effectively.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position is Engineering and Technical Management - Practitioner level, or equivalent
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. This position is in the Excepted Service.
