JOB SUMMARY:
The Supervisory IT Project Manager position is located in the District Department of Transportation (DDOT), Talent & Business Services Office (TBSA), Information Technology Division (ITD) Customer Service and Network Security Division. This position functions as the IT Project Manager responsible for assisting the Chief Information Officer (CIO) in providing technical support and assistance to the various DDOT program areas.
DUTIES AND RESPONSIBILITIES:
The incumbent plans, organizes, analyzes, evaluates, and controls projects assigned through application of project management principles, practices, and techniques. Develop plans and schedules, estimate resources requirements, define milestones and deliverables, monitor activities, and evaluate and reports on accomplishments. The incumbent identifies alternative solutions to unique business problems in assigned projects, integrates the work of others as a team or project and predicts future environments or the impact on future processing. Will lead presentations, develop financial reports, gain approval for new initiatives, and provide effective project management assistance. This position is responsible for coordinating the IT initiatives with business managers into a cohesive IT plan for the agency. Will discuss matters of policy with the CIO and recommends major changes in IT programs and activities.
The incumbent will evaluate and make recommendations to the CIO on the selection of installation, maintenance, software, and hardware of computer systems for all agency-computing platforms. Will analyze operating systems, software and utilities supplied by the hardware manufacture and/or other vendors to determine optimum configuration for the installation and impact on existing systems, system design, programming, testing and operating procedures. The incumbent will participate in the preparation of the information training materials for system designers, engineers, programmers, and operations personnel that describe effects and requirements for new and/or modified system software. Will organize and conduct appropriate training meetings. The incumbent will provide supervision and guidance to subordinate staff in accordance with the DDOT CIO, agency, and District policies, which involve establishing work standards, designating work assignments, identifying developmental and training needs, and evaluating work performance. Attends or conducts staff meetings, seminars, workshops, and sits on or chairs various committees.
QUALIFICATIONS AND EDUCATION
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Specialized Experience: Experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
At least ten years of experience in information technology planning, development and implementation; including experience in project management, planning, and operational expertise for public sector agencies with ten (10) years of supervisory management experience is preferred.

Duration of Appointment: Management Supervisory Service (MSS) - at-will. At-Will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
