As a Supervisory IT Specialist (Branch Manager), MS-2210-1, your typical work assignments may include the following:

  • Establishes and improve processes and service level objectives and expectations that assure any issues are resolved and user concerns are addressed consistently with defined experience/service level expectations.
  • Engages customers and users of IT services and products; ensures that services are performing and meet user expectations.
  • Leads organizational responses to customer service needs for IT technologies and to

optimize technologies to increase efficiency.

  • Coordinates and maintains effective external communications with the customers, within ISTS and internal communications with the ISTS Directors and other GAO senior level managers.
  • Serves as a Designated Performance Manager (DPM) responsible for supervising, evaluating and documenting work performance of assigned staff. Hears and resolves employee complaints, recommends disciplinary measures such as warnings and reprimands.
  • Serves as a Contracting Officers Representative (COR) for IT contracts and oversees CORs within the branch. This includes but is not limited to market research, acquisition strategy and planning, acquisition package development and submission, source selection, and contract management.

Serves as an Agile lead overseeing the various phases of product or service development, delivery and maintenance within the organization following the Scaled Agile Framework (SAFe).

  • Directing organizational efforts related to the division; works independently conducting the majority of daily operations, identifying and raising to management risks and/or highly technical issues that could have significant impact on agency IT resources and personnel.

Qualifications

You may qualify at the BAND MS-1 level, if you fulfill the following qualification requirement:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience:

In addition to the competencies above, applicants at the MS-I position must have one year (52 weeks) of specialized experience at the next lower band AC-IV; PT-II; CS-II; PE-II /GS-13 level (or equivalent) in the Federal Service, or equivalent. which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position.

Specialized experience is defined as experience: planning, organizing, and overseeing the activities of the IT organization and reviewing procedures, mission objectives and organization design for the staff; serving as a Contracting Officers Representative (COR) for IT contracts; overseeing the Lifecycle of the branch budget to include establishing a spending plan, formulating, tracking and managing the budget information and incorporating branch metrics into dashboards with regular and timely updates.
