Job Summary
Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! First and foremost, the position is responsible for taking care of Marines, Sailors and Family Members.
Major Duties
This position serves as a supervisor with responsibility for ensuring the staff provides appropriate developmental care and instruction for children and youth ranging in age from six weeks to 18 years in Child and Youth Programs (CYP). The incumbent serves as a first level supervisor for assigned staff. The incumbent provides routine supervisory oversight, instruction, mentoring, and coaching for CYP direct care professionals who work in Department of Defense (DoD) operated military CYPs. The incumbent supervises, coaches, and manages their work to ensure the ongoing staff development, execution of DoD standards of care and curriculum, and delivery of care are consistent with best practices of child/youth development programs. The incumbent is responsible for providing guidance on scope of work and related duties, and assistance on the more complex, non-routine problems encountered by CYP direct care professionals.
The incumbent works under the written and verbal direction of the program Director. Day-to- day assignments are normally performed independently with assistance available from the supervisor when required. Incumbent may serve as the Manager on Duty, assuming the responsibilities and duties of the program Director or Assistant Director, in their absence when assigned. The incumbent is the primary liaison between the CYP management team and the CYP direct care professionals.
The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives. The success of the CYP requires ongoing interpretation of program policies, professional development of CYP employees, and needs of children, youth, and parents. The work includes numerous and unrelated processes and procedures concerning the wide variety of activities in a CYP.
The incumbent serves as a mandated reporter as prescribed by local and Unites States Marine Corps (USMC) policy in the case of suspected incidences of child abuse and neglect. The incumbent has knowledge of Federal, State, and local laws governing the detection, prevention, and reporting of child abuse and/or neglect.
SUPERVISION AND MANAGEMENT: Supervisory duties comprise 25% if incumbents time and includes:
Supervises an assigned team, consisting of up to six classrooms (or equivalent activity areas), of direct care professionals and volunteers.
Conducts performance reviews and evaluates performance of employees directly supervised and assures equity of performance standards and rating techniques are applied.
Conducts written observations of assigned direct care professionals during all hours of operation and evaluates employees on established performance standards (midterm and annual performance reviews).
Initiates and implements personnel actions and supports the CYP management team to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers.
Plans work for accomplishment by subordinates, sets, and adjusts short-term priorities, and provides input on schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
Undertakes minor disciplinary measures such as warnings and reprimands and takes action in more serious disciplinary matters. Prepares documentation to support actions taken. Resolves complaints related to personnel concerns and when necessary, makes recommendations to the CYP management team for corrective action.
Assists the Assistant Director in developing a staffing schedule to ensure proper staff to child/youth ratio compliance, supervision of children and youth, integration of planning/training time, and overall classroom/activity area support occurs. Selective consideration of the difficulty and requirements of assignments, and the capabilities of employees, is provided.
Gives advice, counsel, or instruction to employees on both work and administrative matters. Works collaboratively with other managers and professional staff to ensure seamless service and continuity of quality for all children and youth.
In conjunction with the Training and Curriculum Specialist (TCS) ensures programming supplies and materials are adequate, well maintained, and available for utilization according to lesson and activity plans. Submits requests for developmentally appropriate program specific materials, equipment, and furnishings.

General duties comprise 75% of incumbents time and includes: MENTORING AND COACHING:
Supports professional development of staff with onsite mentoring and demonstration of effective teaching practices. Promotes and models safety, fitness, health, and nutrition practices.
The incumbent must support and consistently reinforce developmental training of CYP direct care professionals, providing ongoing guidance on the range of principles, practices, and techniques to ensure safe, healthy, and appropriate classroom/activity area operations, including recognition and identification of childhood illnesses and child abuse, etc.
Coordinates with TCS and confirms intended learning outcomes are applied and reassessed as applicable to refine individual competency and promote mastery of life skill(s) in and outside of the classroom.
Provides frequent physical check of assigned classrooms/activity areas to ensure supervision and accountability measures are implemented and ensures professionals functioning in single ratio are supported as needed.
The incumbent must have skills in the practice-based coaching model, facilitating training with adult learners, providing feedback, and adjusting training pace and activities to meet diverse learning needs and styles. Coaches CYP direct care professionals to improve their ability to observe childrens development and skills; develops lesson plans and delivers age-appropriate curriculum; manage the classroom; and respond to behaviors.
Collaborates with the TCS to coach CYP direct care professionals in developmentally appropriate practices, classroom management, and development of educationally enriching environments and activities that meet the physical, social, emotion, language, cognitive, life skills, and vocational needs of children/youth in care.
CURRICULUM AND PROGRAMMING:
The incumbent must have the ability to conduct and review program evaluations of classroom and activity areas, identifying areas that need improvement, and establishing and implementing corrective action plans to address deficiencies.
Supports the implementation of a developmentally appropriate CYP that promotes the social, emotional, physical, and cognitive growth of children and youth. Coordinates and supervises field trips.
Ensures program schedule is followed, adjusts based upon emergent needs, confirms that staff are clear on assignments and documents program schedule updates.
Validates assigned classroom opening and closing procedures for area of responsibility are completed. Assumes responsibility of facility opening and closing procedures when directed or serving as manager on duty.
Conducts quality assurance checks on classroom/activity records to include, after action plans, medication and allergy documentation, classroom inspection checklists, temperature logs, inclusion and behavior support plans, accident/incident reports, child attendance and accountability reports, as well as any locally required documentation.
Apprises Assistant Director of programming and staffing needs on a routine basis to ensure optimal classroom management and staffing levels during program operations.
Interacts routinely with CYP team members, parents, school personnel, contractors, and volunteers. Maintains confidentiality and appropriate protocols to protect personal family information.
Builds and maintains collaborative partnerships with family members, colleagues, organization leadership, and community support agencies on and off installation.
Conducts parent orientations and ensures required frequency of parent interactions occur. Participates in parent conferences as needed or upon request. May serve as a representative before parent involvement board or training groups, the public, and local civic volunteer groups.
INCLUSION OVERSIGHT:
Ensures inclusive programming for children and youth with special needs are implemented within current policy. Ensures CYP staff adheres to policy requirements related to accommodations and specials needs, such as medication administration, acute health related conditions, behavior management, and special dietary restrictions or needs. Ensure staff follows written procedures to prepare and administer medications to include rescue medications in accordance with medical action plans and other regulations. Ensure staff monitors, records, and reports medically undocumented reactions to the supervisor and parents.
Supports direct care professionals to initiate conversations and engages professionally with parents, other CYP professionals, local installation personnel, school representatives, and program partner organizations as needed.
In collaboration with the TCS, ensure CYP direct care professionals are trained and adhere to special instructions provided by parents such as medication administration, acute health related conditions, assistive devices, behavior management, and dietary restrictions. Guides and supports CYP direct care professionals with responding and administering medication, as required.
Ensures direct care professionals use written observations, detailed notes, and knowledge of targeted and individualized behavior strategies to inform behavior support plans, provides recommendations to the IAT, and follows Individualized Family Service Plan (IFSP) (if applicable) and Individualized Education Program (IEP) (if applicable) for appropriate care of children and youth with special needs.
Collaborates with other community resources and CYP professionals to create individual support trackers for children/youth with specified behavior management plans, Inclusion Support Plans, developmental delays, and/or any diagnosed or undiagnosed special needs.
Communicates with parents about available resources including parenting training, counseling services, developmental-behavioral issues, and developmental milestones. Assists in creating an intervention plan addressing behavior or learning challenges.
SAFETY AND COMPLIANCE:
Provides program oversight and accountability for the performance of assigned classroom/activity room staff and the safety and well-being of children/youth. Ensures facility,
program, and activity security through impromptu and routine safety checks to include classroom playground access/egress points, as well as scrutiny of indoor/outdoor inspections.
Ensures classrooms complies with health, fire, safety, facility, and program regulatory guidance and standards and notifies supervisor of compliance concerns. Evaluates operations against DoD safety criteria and applies technical guidance to correct deficiencies.
Identifies and responds to emergency situations including evacuations, child/youth illness, and physical and emotional needs. Plans for, recognizes, and handles emergencies to ensure the safety and supervision of children, youth, self, and others.
Ensures CYP staff follow health and safety standards when performing diapering, toileting, hand washing, cleaning/sanitizing/disinfecting surfaces and materials, food service, safe sleep practices, and caring for ill children/youth. Observes program participants and identifies signs of illness, abuse or neglect, emotional distress, and follows mandated reporting protocols.
Reviews, ensures clarity of, completes, and submits accident/incident report documentation, as required. Inventories equipment on a recurring basis and recommends replenishing damaged, missing, and depleted supplies. Safeguards supplies and equipment.
Operational guidelines include but are not limited to the Military Child Care Act, applicable DoD and military Service Instructions, USMC policy, as well as Federal, State, and local laws. The incumbent must use judgment in interpreting and adapting program policies, regulations, and procedures to ensure effective implementation in support of program goals and objectives.
The incumbent must be able to interpret and adapt guidelines as needed to fit specific child/youth need at any given time. When necessary, the incumbent recommends additions or amendments to guidelines as the result of evaluation of programs and services and the determination of specific needs. The incumbent must have the skills to conduct informal and formal assessments of children/youth to inform decisions about the children/youth and to improve teaching practices and activity planning. Ensures CYP staff collect, maintain, and report program participation data.
The incumbent works toward achieving and retaining DoD certification and program accreditation.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
The incumbent is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor.
The work involves everyday risks or discomforts which require normal safety precautions typical of a wide variety of child and youth activities, programs, and services, such as exposure to disease or injuries.
The incumbent must have the visual and auditory capabilities to supervise children and youth, to comply with sight and sound supervision requirements and to provide immediate responses when applicable.
The incumbent must communicate effectively in English, both orally and in writing to communicate with CYP team and customers, prepare reports and plans, and document observations.
Majority of the work is performed in the CYP facility, including classroom settings, activity areas, and outdoor areas, with occasional indoor and outdoor field trips. Duties may involve working both indoors and outdoors. Classrooms and office areas are adequately lighted, heated, and ventilated. The incumbent may work an uncommon tour of duty to include evenings and weekends to accommodate varying program operating schedules.
Performs Other Duties as Assigned. CONDITIONS OF EMPLOYEMENT:
This position has been identified as having regular contact with children under the age of 18. In accordance with Section 231 of the Crime Control Act of 1990 (Public Law 101-647 codified at 34 U.S.C. § 20351) and DoD Instruction 1402.05, favorably adjudicated background checks are required.
Position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
Position is subject to immunization requirements as a condition of employment for working with children and youth. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine. Must pass a pre- employment physical and subsequent physicals, thereafter, provide evidence of immunization and be free from communicable disease.
Must complete all DoD and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications. Must maintain current CPR and First Aid certifications.
Qualifications
Must be 18 years of age and possess a high school diploma or equivalent. Must be able to follow verbal and written instructions and communicate effectively orally and in writing
In addition to the above, candidate must possess:
Bachelors degree or advanced degree in early childhood, elementary, or secondary education; child and youth development, or special education, or related field which includes a major course of study (24 semester hours) with content directly related to the age group to which assigned, from a regionally or nationally accredited college or university is required AND a minimum of 12 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child growth/youth development.
OR
A combination of education (at least 24 semester hours) and experience, or additional coursework, that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.
