    This position is located within the Metropolitan Police Department (MPD), Technical Services Bureau (TSB), Technology Division, Customer Service Branch, Telecommunications. The incumbent serves as the Supervisory Telecommunications Specialist, responsible for leading the branch's program activities in providing direct technical support, fulfilling its mission, upholding high standards of quality and performance, ensuring compliance with procedural and regulatory requirements, providing telecommunications guidance to MPD leadership staff, and overseeing the technical proficiency of the Telecommunications Support Unit.

    The incumbent will be responsible for the following:

    • Serving as the primary technical advisor and representative for the Unit, participating in meetings with senior management and stakeholders. Developing and implementing operational plans and provides strategic guidance for department-wide telecommunications systems and devices.
    • Preparing staffing reports, analyzing trends, and compiling monthly summaries; developing special reports for leadership as needed.
    • Reviewing and providing feedback on proposed polices, directives, General Orders, and performance measures. Drafting and updating Standard Operating Procedures (SOPs) and official correspondence to ensure clarity and compliance.
    • Reviewing compliance inspection reports; directing corrective actions and revising procedures accordingly.
    • Supporting budget development by identifying financial, personnel, and material needs; preparing cost estimates and justifications.
    • Applying project management and organizational development strategies to improve operations.
    • Advising leadership and staff on telecom-related issues; ensuring accuracy and compliance of required reports.
    • Maintaining liaison with internal and external agencies to coordinate telecom services and resolve issues.
    • Making decisions on telecom implementations, service expansions, and equipment upgrades.
    • Serving as point of contact with multiple telecom carriers, Technical Services Bureau (TSB), and senior management; providing briefings on device features and limitations.
    • Processing telecom service requests via RTS system; ordering and managing devices and services (i.e.., phones, iPads, GETS cards).
    • Coordinating installation, relocation, and maintenance of telecom equipment; tracking warranties and service agreements.
    • Managing requests for long-distance, international, and unified messaging services.
    • Verifying funding availability using FCMS; entering purchase orders and coordinating with carriers on cost data.
    • Maintaining inventory of department-issued devices; overseeing upgrades, replacements, and returns.
    • Conducting periodic inventory audits; signing off on clearance forms for separating employees.
    • Issuing updated policies and memoranda; recommending program changes based on regulations or technology.
    • Ensuring compliance with applicable directives and regulations.
    • Supervising telecommunications staff; setting objectives, assigning work, and providing technical oversight. Developing performance plans, conducting evaluations, and managing hiring, promotions, and disciplinary actions. Overseeing attendance, leave, and scheduling; resolving complaints and conducting corrective meetings.
    • Performing other related duties as assigned.

    Qualifications, Education and Work Experience

    Qualifications

    • Demonstrated knowledge and skill to lead internal operations teams and leadership in a hands-on management capacity, with an emphasis on team building.

    • Expert of, and skill in applying IT problem management methods and practices; and new and innovative customer support methods and technologies sufficient to troubleshoot connectivity issues directly correlated with data port activation, toning and tracing data lines from the port to the patch panel.

    • Demonstrated skills in creating and maintaining operational documentation (i.e., workflows, standard operating procedures), and technical documentation.

    • Ability to speak and write clearly and effectively and to deal with others in a diplomatic but persuasive manner.

    • Strong written and oral communication; interpersonal and listening skills to communicate with customers, contractors and management alike; the ability to build relationships.

    • Demonstrated knowledge and ability to prepare budget and cost estimates, and effectively oversees the allocation and expenditure of appropriated funds.

    • Strong Knowledge of Virtual Private Network (VPN) technology for remote access to systems and mobile device platforms.

    • Exceptional analytical and problem resolution skills to include root cause analysis and corrective action.

    • Ability to handle confidential information with discretion.

    • Ability to supervise and train others. This position may require the incumbent to perform related duties throughout the district and surrounding areas. Applicants must have the ability to travel independently to various work sites.

    Education

    Bachelor's degree in Telecommunications, Computer Science, Information Science, Information Systems Management, Mathematics, Statistics, Operations Research, Engineering, or coursework that required the development or adaptation of computer programs and systems, and provided knowledge equivalent to a major in the computer field is preferred. A master's degree is highly preferred.

    Work Experience

    Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-12 grade level in the District of Columbia government, or its non-district equivalent, gained from the public or private sector. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes, but is not limited to: experience in telecommunications operating techniques, digital and analog communications requirements, local and wide area networking, and procedures; experience in telephone system needs analysis; ability to analyze and evaluate technical information on telephone and other telecommunication systems; and ability to supervise others.

    One year of prior management/leadership experience required.

    Work Environment

    Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

    Collective Bargaining Unit:

    This position is "At Will". At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.

    Position Designation:

    This position is considered "emergency" per DPM Chapter 12. An emergency employee must report to or remain at work if activated, during a declared emergency.

    Position Suitability:

    This position is deemed as "Security Sensitive" pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:

    a. Traffic record check (as applicable);

    b. Pre-employment drug and alcohol test (as applicable);

    c. Consumer credit check (as applicable);

    d. Reasonable suspicion drug and alcohol test;
