The Supply Chain Management (SCM) Analyst is responsible for managing and executing procurement-related activities such as but not limited to requisitions and purchase orders, inventory management, vendor onboarding, insurance management, Spring Fed-Pool (SFP) process, Task Order process, Request for Proposal (RFP) creation, contract monitoring and Audit e-filing, Audit related activities, and continuous improvement initiatives. As the central process owner, the SCM Analyst exercises independent judgment and oversight in continuously evaluating existing procurement processes and methods using Six Sigma or continuous improvement methodologies and providing value-adding recommendations. The Supply Chain Management Analyst reports directly to the Manager of Procurement Services. All activities and programs overseen by the Supply Chain Management Analyst are conducted in accordance with the Sarbanes-Oxley Act (SOX), GSWC Procurement Policy, GSWC Procurement Procedures and Processes, and Company Code of Conduct.
Essential Duties and Responsibilities include but are not limited to:
Manages the competitive bidding or solicitation, vendor selection, contract creation, and contract language in adherence to GSWC terms and conditions
Provides leadership and collaborates with business units in streamlining all aspects of procurement and developing strategic continuous improvement initiatives or recommendations to reduce total cost and increase cost savings
Identifies and executes procurement sourcing strategies that improve diverse vendor pool, quality of product or service, and cost savings
Manages the complexity of the ERP database and implements necessary updates to location and branch plant master, item master, and vendor master as a result of changes in procurement methods
Manages vendor onboarding process to ensure the effective qualification of vendors and increase the diversity of GSWC-qualified vendors on the bidding list
Oversees the accuracy and prompt delivery of vendors insurance and license to reduce the companys risk exposure
Analyzes procurement spend of business units and develops cost savings recommendations
Develops, analyzes, and manages CPSD internal performance metrics and reporting
Manages the monitoring of contract activity and expiration to ensure the continuance of vendors service to all business units
Provides training to internal and external stakeholders on the new procurement process and ensures a smooth process implementation

Education
Bachelors Degree in Engineering, Finance, Business Administration, Business Economics, Supply Chain / Procurement, or closely related field of study required
Professional certification in ISM or APICS or Lean Six Sigma preferred
Experience:
3-5 years of working experience in procurement, supply chain management, and contract management-related activities or similar function preferably in the utility industry
Excellent written and oral communication skills, organizational skills, and multitasking skills
Proficient skills in MS Office (Word, Excel, PowerPoint, Project) and JD Edward software application or other ERP software, e-bidding software (e.g. PlanetBids, Ariba, BidSync). Programming skills are preferred: SQL, PowerApps, Access, or any programming software

COMPENSATION INFORMATION
The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
