    Description

    SummarySupport Services Program Manager is responsible for programs, initiatives, & administrative operations for the Utilities Department. This leadership role provides expert professional & strategic support to the Department Director and Assistant Directors on complex, sensitive, & confidential operational, financial, & policy matters

    Essential Duties and Responsibilities

    Develops & manages research projects and operational assessments for the Field Operations, Water Treatment, and Environmental Programs DepartmentsManages initiatives and special projectsDevelops policies, procedures, and performance standards for operations & servicesAnalyzes metrics and assesses the effectiveness of developing programsRecommends new or revised programs, policies, and proceduresUpdates the Department Director and Assistant Directors on matters requiring attention and recommends courses of actionPlans and facilitates executive-level meetings, establishing agendas, guiding discussion toward decisions, and ensuring monitors follow-through on action itemsPrepares presentations, memos, & reportsPrepares annual budgets and budget forecastingDevelops and implements complex projects and programsManages obtaining and / or continuing reaccreditation with the AWWA and APWALiaises with staff, committees, boards, etc. and represents the department at events and activitiesManages support staff, fostering a team environment among Utilities departmentsActs as interim Compliance Coordinator, Fleet Coordinator, Communications Coordinator, and Strategic Programs Coordinator if positions are vacantFollows City policies, procedures, and safety guidelinesPerforms other duties as assigned

    Minimum Qualifications

    Combination of education and experience equivalent to a Bachelor's Degree in Environmental Science, Business Administration, or a related fieldFour (4) years of experience in public works, program compliance, initiatives or related fieldTwo (2) years of supervisory experience

    Certifications and Licenses

    Valid driver's licenseTCEQ D Water & Wastewater licenses or ability to obtain within one (1) year of employment
