ABOUT THE POSITION

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.

The County of Riverside's Animal Services Department has an opportunity for a Support Services Technician (SST) who will be assigned to the Facility Services Operations division in Thousand Palms.

The Support Services Technician (SST) will assist with warehouse inventory and asset management, facility and custodial support, vendor coordination, equipment operation, emergency response logistics, and a variety of maintenance and trade-related duties. The SST will ensure the warehouses physical inventory matches with the appropriate database and when discrepancies occur, identify the cause of the discrepancy. Ensure adequate inventory levels to minimize outages, monitor inventory management reports, maintain proper location of assets/asset tags, unload/unbox new shipments/deliveries and enter into the inventory control system. Identify obsolete inventory and determine how best to remove it. Experience with using hand tools (for example, hammer, drill and paint brush/roller) is necessary to perform a variety of minor office (move-in/move-out), mechanical and maintenance work.

Additional duties, as assigned, may include daily custodial services.

Competitive candidates will have extensive experience interacting with vendors; professional hands-on experience with walk behind machines designed to strip different types of floor coatings on a variety of floors and dual tank floor/carpet cleaning; experience with managing the flow of assets into and out of warehouse inventory and proficiency utilizing a forklift. Those with specialized trade skillsets such as plumbing, electrical, HVAC, carpentry, and mechanical are highly desired. In addition candidates with the ability to coordinate supply runs, transport and distribute emergency resources, assist with the setup and breakdown of emergency response equipment, and construct temporary animal housing or shelter facilities during emergency situations are highly desired.

Work schedule: 5/40 schedule. Schedule is subject to change based on the departments staffing needs.

Note: Candidates must be able to work a flexible schedule that may include evenings, weekends and holidays.

EXAMPLES OF ESSENTIAL DUTIES

  • Monitors County buildings and equipment and identifies needed repairs or maintenance.
  • Performs routine cleaning of vents and air ducts.
  • Perform minor repairs that only require limited tradesman knowledge. Monitor, and analyses building equipment and a variety of electrical and mechanical appliances; prepare work orders for repairs as necessary; enter and close out work orders.
  • Services and repairs doors, gate locks, and latches.
  • Moves and secures furniture and equipment.
  • Determines supplies needs, and prepares orders.
  • Performs minor painting tasks using a brush or roller.
  • Perform minor electrical repairs such as changing of light bulbs, replacing wall receptacles, changes brushes on custodial equipment, etc.
  • Hangs pictures, bulletin boards, placards, signs, etc. as necessary.
  • Receives, loads, and unloads supplies, materials and equipment from vendor trucks; operates forklift to move pallets; inspects for damage and quantity received against requisitions, invoices, or freight bills.
  • May be required to handle courier routes, inventorying supply and carts to par level, deliver and receive mail, financial paperwork, lab samples, and biohazard mails.
  • Stores stock in accordance with established storing system; keeps storeroom in orderly and clean condition; packages items to be shipped; fills requisitions and assembles for delivery; notes and reports to supervisors items that are low in stock.
  • Assembles equipment such as desks, chairs, bookcases, etc.
  • May provide maintenance and support to the Department pager system.
  • May ensure telephones are cleared and operations, prepares work and repair orders.
  • May oversee the installations, testing, manufacturers authorized routine repair and operational requirements of radio transmitters and receivers; phones, pagers.
  • Monitors cell phone bills and makes recommendation for service changes as necessary.
  • Maintains logs and database of supply inventory, equipment, vehicle mileage/maintenance, cellular phones/pagers, purchase orders, etc.
  • Ensures vehicles are cleaned, properly maintained and properly supplied.
  • May perform minor vehicle maintenance as required; contact vendors when vehicle servicing is required.
  • May monitor facility safety and coordinate with the Safety Division to ensure compliance with County and State regulations.

MINIMUM QUALIFICATIONS

Experience: Three to four years of experience in building maintenance and minor repair work. Basic techniques of receiving, storing, and issuing supplies and materials; basic techniques involved in inventory control.

Knowledge of: Basic techniques of receiving, storing, and issuing supplies and materials; basic techniques involved in inventory control. Fill requests from written purchase orders; keep records of receipts and delivery of supplies and materials; make basic arithmetical computations; learn the terminology of parts and supplies associated with the storeroom or warehouse assigned.

Ability to: Perform semi-skilled minor maintenance work in the following areas: plumbing, electrical, carpentry, building plant operations; and minor vehicle maintenance; read and write English at the level necessary for successful job performance; read, interpret, and work from plans, drawings, and specifications; keep records; follow oral and written directions.

Other Requirements:

License: Possession of a valid California Class C Drivers License, the incumbent will be required to drive to and from different facilities daily to support departmental needs; a Class B Driver License may be required, depending upon assignment.

Physical requirements:

The ability to lift, carry, and move furniture, dog crates of various sizes, deliver dog food, bags of litter, push, or pull items-such as a dual-tank floor/carpet cleaning machine or a bale (which can vary significantly in weight)-with or without reasonable accommodation.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)

4 < 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY:

Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for those unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave benefits. The wage replacement rate, as defined by current law, is between 60-70% of wages earned during the SDI eligibility period. Benefits can be coordinated with other available leave balances to provide up to 100% of regular pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
