The City of Norfolks Department of General Services consists of five key operating divisions: Facilities Maintenance, Fleet Management, the Norfolk Animal Care Center, Security, and Parking. Operating as the central administrative unit, the Director's Office provides comprehensive leadership, financial oversight, human resources support, and operational analysis across all five divisions to ensure efficient service delivery and organizational alignment throughout the department.
The Management Analyst I serves as a professional administrative and analytical support role within the Director's Office of the Department of General Services, supporting all departmental divisions. Primary duties involve financial and budget operations, human resource administration, office and meeting logistics, and operational data research. Financial responsibilities include posting data to the general ledger, tracking expenditures, reconciling accounts, and processing vendor invoices and payments. Human resource duties include coordinating employee onboarding, tracking personnel files, and serving as an administrative liaison for staff engagement and training initiatives. Logistical tasks cover processing daily mail, ordering office supplies, maintaining printer paper and toner stock, and setting up meetings and agendas.
Essential Functions
Education/Experience
Work requires broad knowledge in a professional business field. Knowledge is normally acquired through four years of college resulting in a Bachelors degree or equivalent.

Strong written and verbal communication skills.
Demonstrated proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Experience drafting SOPs, operational summaries, or administrative workflows.

Work Schedule:
Monday- Friday 8 am-4:30pm
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
