The Department of Aging, Bureau of Long-Term Services and Supporting Older Adults with Resources (SOAR), has a vacancy for a Program Manager.

Pay Schedule VI, Grade 32, Regular Schedule: 35 hours per week. This position is supported by grant funding and will remain active as long as funds are available.

Definition of Responsibility

Under direction, develops, administers, and supervises a major or diverse program that provides human services, and coordinates the program with other agencies and programs.

Examples of Duties

Job Purpose

Under general supervision, oversees the daily management operations of the Supporting Older Adults with Resources (SOAR) Program. SOAR offers long-term, light-touch support services that help qualified older adults maintain independence. Services include case management, in-home and community-based supports, and partial assistance with assisted living fees.

Essential Job Duties

  • Develops and executes SOAR policies and procedures and ensures ongoing compliance by clients, case managers, vendors, and program staff.
  • Ensures the effective administration of all required SOAR grant functions and service deliveries.
  • Ensures effective service administration for the SOAR program budget, including review and approval of program expenditures.
  • Oversees and assists in the completion of all required grant reporting requirements.
  • Provides human resources management for the SOAR team members.
  • Ensures proper vendor monitoring and grant compliance for the SOAR vendors, including assistance with contract development and renewals.
  • Provides training and responds to inquiries about SOAR from case managers, agency staff, and vendors.
  • Functions as managerial backup for other programs in the Senior Resources Unit, including Home Delivered Meals, Adult Day Subsidy, Seniors in Need, Cleaning Clutter Services, and Legal Assistance.

  • Represents the department or attends meetings, including: internal departmental, grantors, vendors, contractors, and multiple agency stakeholders.
  • Leads and/or participates in special projects, meetings, and agency engagement activities.
  • Performs other duties as assigned.

Qualifications

Required Education and Experience

Graduation from an accredited college or university with a bachelors degree in a social or behavioral science;

Plus

Four years of experience providing human services, such as intake/referral, counseling, or education, including one year in a supervisory capacity.

(Related education beyond a bachelors degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience in providing human services may be substituted on a year-for-year basis, up to a maximum of 2 years, for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Licenses and Certificates

Some positions within this classification may require possession of a valid drivers license equivalent to a Non-Commercial, Class C Maryland drivers license at the time of appointment.

EXAMINATION PROCEDURE

Applicants will be evaluated based on their training and experience, as stated in their applications, including their responses to the supplemental questions. Applicants must clearly and completely state the dates and duties of their past and present experience for evaluation purposes.

Conditions of Employment

Some positions may require employees to satisfactorily complete County-sponsored CPR and First Aid training. Employees must maintain this certification throughout their employment.

Employees in this classification may be assigned to work shifts that include evenings, nights, weekends, and holidays. They may also be called to duty in emergencies and may be required to work overtime as necessary.

Physical and Environmental Conditions

These positions are primarily sedentary but involve occasional walking, lifting, or other limited physical activities. Employees will be required to travel between work sites.

Medical Examination and Employment Background Investigation

Applicants selected for a position in Baltimore County must successfully complete an employment background investigation. This investigation will include, but is not limited to, a criminal background check, verification of education, and a fingerprint check.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

General Increases - Cost of living increases and adjustments may be granted as legislated.

Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
