Position Summary

The Supportive Housing Property Manager is responsible for the day-to-day management, compliance, and operations of Good Shepherd Center's supportive housing properties, including Lakeside Reserve and the Ashley Center, with other properties coming online in the near future. This position ensures that all housing programs are managed effectively, safely, and in accordance with regulatory, contractual, and organizational standards.

The ideal candidate will be highly organized, detail-oriented, and skilled in both property and tenant management. This role requires regular interaction with residents and program staff, demanding a balance of professionalism, compassion, and consistency.

Responsibilities

Specific responsibilities will include, but not be limited to:

Tenant & Lease Management

  • Oversee resident intakes, move-ins, and move-outs for all supportive housing units
  • Calculating tenant rents, tracking changes in tenant income for rent recalculation, and assisting tenants in completing WHA processes
  • Collect and track rent payments weekly; deliver to CFOO during weekly meetings.
  • Maintain regular communication with residents who are past due on rent; develop and monitor written payment plans.
  • Manage lease violations, ensuring timely documentation and follow-up
  • Maintain accurate waitlists, including screening and coordination with referring partners (e.g., VA liaison).

Property Oversight & Inspections

  • Coordinate and document facility inspections per funder and organizational requirements, including VA, WHA, NCHFA, and City of Wilmington.
  • Conduct proactive internal inspections on a weekly or quarterly basis.
  • Manage room and unit turnover, ensuring timely preparation and furnishing.
  • Maintain up-to-date documentation of all facility and inspection processes.

Reporting & Compliance

  • Prepare and submit required reports to funders and agencies (VA, WHA, NCHFA, FHLB, etc.) accurately and on schedule.
  • Maintain current RCRS system records and complete annual client file reviews.
  • Ensure proper documentation for service animals and emotional support animals.
  • Monitor compliance with funding and program standards across all supportive housing properties.

Supervision & Collaboration

  • Supervise Program Assistants, including weekly supervision meetings and performance reviews.
  • Maintain daily/weekly/monthly task documentation for Program Assistants.
  • Collaborate with the Facilities team to assess unit needs, schedule repairs, and align on project priorities.
  • Provide weekly updates on resident actions, conversations, and property issues.

Administrative

  • Maintain organized files for each property, including leases, inspections, and compliance reports.
  • Assist with monthly billing and census reporting.
  • Support the expansion of supportive housing initiatives, including planning for future developments such as SECU The Sparrow.
  • Perform other duties as assigned.

Education, Skills, & Preferred Qualifications

  • Bachelor's degree in Human Services, Property Management, or related field; or equivalent experience.
  • Minimum 3-5 years of property management or supportive housing experience.
  • Knowledge of affordable housing compliance and regulatory reporting (VA, WHA, NCHFA, etc.) preferred.
  • Excellent organizational, recordkeeping, and interpersonal communication skills.
  • Ability to balance compassionate engagement with residents and firm enforcement of program expectations.
  • Experience and skill in crisis management, de-escalation, mental health, and Housing First orientation
  • Proficiency in Microsoft Office and general office software; experience with property management or case management systems a plus.
