General Job Information

JOB SUMMARY

This position is located in the Department of Motor Vehicles (DMV), Inspection Station, Vehicle Service Administration. The function of the Inspection Division is to provide vehicle safety and emission inspection services to residents and non-residents so they can receive a timely vehicle inspection in order for the DC community to experience reduced auto emissions and safe vehicles.

DUTIES AND RESPONSIBILITIES

Assists the manager in planning and developing goals and objectives for the implementation of long and short range improvements in services provided by the executive management. Participates in the review of rules, regulations, and laws affecting operations, and makes recommendations for revisions. Initiates procedures and techniques to improve customer service.

Plans, directs, assigns, and reviews the work to be accomplished by subordinate staff; sets goals; establishes deadlines; sets priorities; and solves complex problems associated with work operation. Evaluates subordinate staff''s work performance. Approves or disapproves leave requests. Has authority to recommend job selections, promotions, personnel status changes, incentives, adverse/disciplinary actions, and separation actions for the office. Provides guidance to subordinate staff in the interpretation of policy and procedures and determining the approach to be taken and the methodology to be used in performing their work.

QUALIFICATIONS AND EDUCATION

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

LICENSE AND CERTIFICATION

Must be able to obtain and maintain all drivers'' licenses necessary to operate motor vehicles in the performance of duties and responsibilities.

Must be certified as an Inspector and/or similar certifications to demonstrate skill inspection and maintenance (I&M) procedures.

WORKING CONDITIONS/ENVIRONMENT

The work is performed in a garage-type building with inspection lanes open at each end, exposing incumbent to extreme weather, temperatures (up to 10 degrees hotter than the air temperature) and vehicle emission fumes. Additionally, exposed to inherent danger of explosion or malfunction of hi-compression engines, hi compression hydraulic mechanisms and hoses, auto air-conditioning compressors, etc. Incumbent works around moving vehicles and vehicles operating at high speed on dynamometers, stationary and mobile equipment, and on concrete floors which become slippery from oil, engine coolant, and other liquid and solid residue.

Collective Bargaining Unit (NON-UNION): This position is not in a collective bargaining unit.

Duration of Appointment: Management Supervisory Service "At-Will." This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Position Designation: This position is designated as Security Sensitive and therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, suitability. This Position Requires A Pre-Employment Criminal Background Check.
