Title: SVP Payment Operations & Money Movement Risk

Office Status: Hybrid Dallas, TX

Base Salary: Up to $225k + Bonus

ABOUT THE ROLE

This is a senior executive opportunity within the Payment Operations function of a well-established, high-performing national bank, offering full ownership of a centralized team responsible for all money movement across domestic and international wire transfers, ACH, debit card programs, and bill payment platforms. The role combines operational leadership with deep risk and security expertise spanning OFAC/sanctions screening, payment fraud controls, cybersecurity incident response, and emerging payment rail adoption including FedNow and RTP. It's the right seat for a seasoned payments operations leader with 12 15 years of progressive experience who combines hands-on technical expertise across all core payment rails with the executive presence to own KPI and risk reporting to senior management and board committees.

RESPONSIBILITIES
  • Oversee and direct the daily processing of all payment types including domestic and international wire transfers, ACH origination and receipt, debit card programs, and bill payment platforms ensuring accurate, timely execution in full compliance with Nacha rules, Fedwire and SWIFT requirements, Regulation J, UCC Article 4A, and Regulation E
  • Own OFAC/sanctions screening for all inbound and outbound payments including alert disposition standards, blocking and rejecting procedures, and escalation to the BSA Officer
  • Define and enforce data quality, verification, and handoff standards required from deposit operations and client-facing teams for payment execution;maintain rejection and exception protocols for non-compliant instructions
  • Monitor transaction volumes, exception items, and settlement activity;escalate and resolve issues proactively before they impact clients or the institution
  • Serve as the primary decision-maker for complex transaction inquiries, fraud cases, returns, and disputes including error-resolution responsibilities across payments and deposit operations teams
  • Establish and enforce dual-control, separation-of-duties, and authorization-limit frameworks across all payment channels
  • Build, lead, and develop the payment operations team;maintain appropriate staffing, coverage, escalation protocols, and tested business continuity plans for continuous operations
  • Own, develop, and continuously update all payment operations policies, procedures, and internal controls;conduct periodic risk assessments and control gap analyses with documented remediation plans
  • Maintain deep, current expertise in payment cybersecurity threats including business email compromise, account takeover, SWIFT-related fraud, and synthetic identity fraud;integrate CISA, FS-ISAC, Nacha, and Federal Reserve intelligence into operational controls
  • Serve as primary escalation contact during payment-related fraud events and cybersecurity incidents;lead payments-specific incident response planning and tabletop exercises
  • Evaluate and implement advanced fraud detection and authentication technologies including AI/ML-based anomaly detection, multi-factor authentication, and tokenization
  • Lead vendor selection, contract negotiation, and ongoing performance management for payment processors, card networks, and technology providers
  • Assess and adopt emerging payment rails including FedNow and RTP;identify automation opportunities aligned with the institution's growth objectives and technology roadmap
  • Partner with Internal Audit and Compliance to ensure examination readiness;deliver bank-wide and client-facing payments fraud training;own payments KPI and risk reporting to management and applicable board committees
