System Administrator/Programmer

This position serves as the primary technical owner of the Court’sCase Management/Electronic Case Files (CM/ECF) system andrelated national and locally developed applications. The incumbentis responsible for the full lifecycle of these systems on Linuxservers, including a virtualized environment of 20+ VMs:installation, configuration, security, performance, automation, andday-to-day operational support. The role also includes administrationof the underlying Informix database and development of scripts andtools that improve reliability and efficiency.

Because this Court originally developed several national applicationsstill used by other courts, the incumbent may assist with theirinstallation and support as needed. The position functions as a keytechnical liaison between judges, chambers, the Clerk’s Office, andexternal users.

This is a hands-on technical role that combines programming andsystems analysis with Linux systems administration, applicationownership, and database administration — a mix of proactive systemownership and responsive support for judges, chambers, and Clerk’sOffice staff.

Develop, modify, test, and maintain applications and scripts(Python, Shell, Perl, SQL, or Java) to customize, integrate, andautomate Court systems.

Analyze existing Court applications to identify problems, correcterrors, and recommend improvements to manual and automatedprocesses.

Confer with judges, chambers staff, the Clerk’s Office, and ITstaff to define requirements and deliver effective solutions.

Serve as primary administrator for the Court’s CM/ECF instanceand related local applications: installation, upgrades,configuration, customizations, and security.

Install, test, and implement new CM/ECF releases and othernational judiciary systems, coordinating with the AdministrativeOffice (AO) to minimize disruption.

Investigate and resolve CM/ECF and system issues reported byCourt staff or external users.

Install, configure, maintain, and monitor Linux servers andvirtualized environments (20+ VMs), ensuring stability, backups,replication, and disaster recovery.

Perform database administration for the local CM/ECF Informixinstance; conduct capacity planning, security hardening, patchmanagement, and audits.

Maintain documentation, manage user access, provide training toCourt staff, and participate in change management and disaster-recovery testing.

Stay current with judiciary technology developments andcoordinate with automation staff at other courts.
