System Architect

Goal
Assess, modernize, migrate, convert, implement, and deploy LADBS legacy applications and application code bases in the Microsoft Azure environment, with a primary focus on .NET modernization, CI/CD, Azure App Services, Key Vault, monitoring, Azure AI integration, and cloud architecture.

Tasks

• Provide technical expertise in the design, modernization, migration, conversion, implementation, and deployment of LADBS applications and services within the Microsoft Azure environment.
• Assess existing legacy applications and code bases and develop recommendations and technical approaches for converting .NET Framework applications to modern .NET/.NET Core technologies.
• Migrate and deploy applications, services, and related components to Azure App Services and other appropriate Microsoft Azure cloud services.
• Design, implement, maintain, and improve CI/CD pipelines using Azure DevOps, GitHub Actions, or other approved Microsoft technologies to automate application builds, testing, and deployments.
• Utilize GitHub and GitHub Copilot to support software development, code analysis, code migration, troubleshooting, and application modernization activities.
• Troubleshoot, analyze, and resolve complex technical issues within C# and .NET application code bases.
• Implement secure application configuration and credential management using Azure Key Vault and other approved Microsoft Azure security services.
• Configure and support application monitoring, diagnostics, telemetry, logging, and performance analysis using Application Insights, Azure Monitor, and related Azure logging services.
• Evaluate and integrate Azure AI services and APIs into LADBS applications to support application modernization, automation, and enhanced business functionality.
• Evaluate and recommend appropriate Azure cloud resources and services, including Azure Storage and other services necessary to support application modernization and migration efforts.
• Provide technical expertise in cloud architecture, application security, scalability, reliability, performance, and production support.
• Develop and maintain technical documentation, deployment procedures, architectural diagrams, and other project documentation as needed.
• Provide knowledge transfer and technical guidance to LADBS staff to support the ongoing maintenance and administration of modernized applications and cloudbased services.
• Coordinate and effectively interact with LADBS application developers, infrastructure staff, technical teams, and other stakeholders.
• Provide updates on project status, technical challenges, risks, and recommendations.

Statement of Work
LADBS solicits for one (1) Systems Architect (Microsoft Azure Cloud Engineer/Specialist) to join the LADBS development team and assist the City with the assessment, modernization, migration, conversion, implementation, and deployment of legacy applications and application code bases for up to 12 months. Modernizing LADBS applications is critical to improving application performance, scalability, security, reliability, and long-term maintainability. The selected Contractor will provide specialized technical expertise in modernizing legacy .NET Framework applications and converting them to modern .NET/.NET Core applications and cloud-based services hosted within the Microsoft Azure environment.

Primary responsibilities will include establishing and improving CI/CD processes, automating application builds and deployments, migrating applications and services to Azure App Services, implementing secure application configuration through Azure Key Vault, and utilizing Azure monitoring and logging services. The Contractor will also assist with the integration of Azure AI services and APIs, evaluate and implement appropriate Azure cloud resources, and leverage modern development tools such as GitHub, GitHub Actions, and GitHub Copilot to improve software development, code migration, problem resolution, and application modernization efforts. Candidates must possess the required Microsoft certifications

• At least five (5) years of professional experience in software development, application modernization, cloud engineering, or closely related technical work.
• Microsoft Certified Professional (MCP) certification is required. In addition to the MCP certification, the candidate must possess at least one (1) of the following certifications: Microsoft Certified: Fabric Analytics Engineer Associate (DP-600); Microsoft Certified: Power Platform Fundamentals PL-900); Microsoft Certified: Azure AI Fundamentals (AI-900); Microsoft Certified: DevOps Engineer Expert (AZ-400); or Microsoft Certified: Power BI Data Analyst Associate (PL-300).
