About the Role

We are seeking an experienced Systems Analyst 2 to support a major Texas state agency initiative focused on business process analysis, system enhancements, requirements gathering, testing, and stakeholder collaboration.

This role serves as a key liaison between technical and non-technical stakeholders, helping translate business needs into functional requirements while supporting the full Software Development Life Cycle (SDLC). The ideal candidate will have strong Medicaid claims processing experience, exceptional analytical skills, and a proven ability to work within Agile development environments.

The ideal candidate is a strong communicator who can bridge the gap between business stakeholders and technical teams. You should be comfortable gathering requirements from non-technical users, documenting complex processes, performing testing activities, and supporting enterprise-level applications in a highly regulated environment.

Key Responsibilities
  • Gather and analyze business requirements from stakeholders and Subject Matter Experts
  • Develop use cases, process flows, acceptance criteria, and project documentation
  • Analyze current and future business processes to identify system improvements and enhancement opportunities
  • Create and maintain application documentation and online help materials
  • Collaborate with business users, developers, project managers, and technical teams throughout the SDLC
  • Perform testing activities including test planning, test data creation, script development, execution, validation, and defect tracking
  • Ensure system designs comply with established standards and best practices
  • Provide regular project status updates and communicate risks, issues, and recommendations to leadership
  • Utilize ticketing systems and Azure DevOps to manage assignments and track progress
  • Facilitate knowledge transfer through documentation, training sessions, workflow diagrams, and architecture overviews
  • Support Agile/Scrum development processes and continuous improvement initiatives

Required Qualifications
  • 5+ years of Medicaid Claims Processing experience
  • 5+ years analyzing business objectives, challenges, and alternative solutions
  • 5+ years reviewing and evaluating user requirements and operational procedures
  • 5+ years documenting user requirements, program functions, and system modifications
  • 5+ years performing cost/benefit analysis for systems and business processes
  • 5+ years documenting input/output requirements, reporting formats, and data flows
  • 5+ years of Azure DevOps experience, including wireframe generation
  • Strong analytical, troubleshooting, and problem-solving abilities
  • Excellent verbal and written communication skills
  • Strong interpersonal skills with the ability to work effectively across technical and business teams
  • Knowledge of IT industry trends, architecture concepts, emerging technologies, and data protection best practices
  • Experience working in Agile or Scrum environments

Preferred Qualifications
  • Experience with Texas DIR Project Delivery Framework (PDF) and associated templates
  • Familiarity with enterprise information architecture and information management methodologies
  • Knowledge of existing and planned software technologies, enterprise architecture, and infrastructure components
