Systems Analyst 2 – Medicaid Applications & Business Systems

Location: Austin, TX 78751 (Hybrid, Onsite & Telework)
Pay Rate: Competitive
Contract Duration: July 1, 2026 – August 31, 2026
Schedule: Monday – Friday, 8:00 AM – 5:00 PM (State Holidays Observed)
  

Position Overview

We are seeking an experienced Systems Analyst 2 to support critical Medicaid systems and business application initiatives. This role serves as the bridge between business stakeholders and technical teams, translating business requirements into functional solutions that improve operational efficiency and support program objectives.

 

The ideal candidate will possess strong Medicaid claims processing experience, exceptional analytical skills, and the ability to collaborate effectively with both technical and non-technical stakeholders throughout the Software Development Life Cycle (SDLC).

 

Key Responsibilities

  • Analyze business objectives, operational challenges, and user requirements to identify and recommend technology solutions.
  • Conduct requirements gathering sessions with business stakeholders and Subject Matter Experts (SMEs).
  • Develop use cases, process flows, wireframes, acceptance criteria, and other project documentation.
  • Analyze current business processes and evaluate the impact of proposed system enhancements and modifications.
  • Create detailed documentation describing user needs, program functionality, and system requirements.
  • Assist in developing project documentation in accordance with HHSC and Texas DIR standards.
  • Support the creation and maintenance of online help documentation and user guidance materials.
  • Perform system testing activities, including test data creation, test script development, test execution, and defect resolution.
  • Review test results, troubleshoot issues, and coordinate with development teams to resolve defects.
  • Ensure application designs comply with agency standards and best practices.
  • Provide regular project status updates and communicate risks, issues, and enhancement progress.
  • Participate in meetings with developers, business analysts, project managers, and database administrators.
  • Utilize Azure DevOps and other project management tools to track work activities and project progress.
  • Facilitate knowledge transfer sessions and maintain system architecture, workflow, and dependency documentation.
  • Present technical and business information to internal teams, government agencies, and external service providers.

 

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, Healthcare Information Systems, or a related field.
  • Minimum 5 years of experience with Medicaid claims processing systems.
  • Minimum 5 years of experience analyzing business objectives, challenges, and alternative solutions.
  • Minimum 5 years of experience reviewing and evaluating user requirements, operational procedures, and business processes.
  • Minimum 5 years of experience documenting user requirements, business rules, and program functionality.
  • Minimum 5 years of experience performing cost-benefit analysis and solution evaluations.
  • Minimum 5 years of experience documenting input/output requirements, reporting requirements, and data collection processes.
  • Minimum 5 years of experience utilizing Azure DevOps and developing wireframes.
  • Strong analytical thinking and problem-solving abilities.
  • Excellent verbal, written, and presentation skills.
  • Strong interpersonal skills with the ability to collaborate across diverse teams.
  • Knowledge of IT architecture concepts, application development, and enterprise technology environments.
  • Understanding of data integrity, information security, and technology governance practices.
  • Experience working within Agile and Scrum software development environments.

 

Preferred Qualifications

  • Experience with the Texas DIR Project Delivery Framework and associated documentation standards.
  • Familiarity with enterprise information architecture and information management methodologies.
  • Knowledge of software architecture, infrastructure components, and enterprise technology ecosystems.
  • Experience supporting large-scale healthcare or government technology programs.
