Systems Analyst II (Medicaid Claims)
 Location: Austin, TX (100% Onsite)
 Duration: Contract through August 31, 2026
 Schedule: Monday–Friday, 8:00 AM–5:00 PM
 Pay Rate: Competitive, Based on Experience

 

About the Opportunity

We are seeking an experienced Systems Analyst II to support a major Texas state agency in Austin, Texas. This role will work closely with business stakeholders, technical teams, project managers, and subject matter experts to analyze business processes, document requirements, support application enhancements, and ensure successful delivery of technology solutions supporting Medicaid claims processing operations.

 

This position requires strong analytical skills, experience working within Agile environments, and the ability to communicate effectively with both technical and non-technical audiences.

 

Key Responsibilities

  • Gather and document business and system requirements from stakeholders and subject matter experts.
  • Analyze current business processes and recommend system enhancements and process improvements.
  • Create use cases, process flows, wireframes, acceptance criteria, and other project documentation.
  • Develop detailed functional specifications and business requirements documentation.
  • Perform cost-benefit analyses and evaluate alternative system solutions.
  • Support software development lifecycle activities from requirements gathering through implementation.
  • Create and execute test plans, test scripts, and test scenarios.
  • Validate system enhancements and document test results.
  • Participate in Agile ceremonies and collaborate with cross-functional development teams.
  • Prepare project status updates and communicate project risks, issues, and resolutions.
  • Facilitate knowledge transfer sessions and maintain system documentation.
  • Ensure compliance with organizational development standards and project methodologies.

 

Required Qualifications

  • Minimum 5 years of experience with Medicaid Claims Processing.
  • Minimum 5 years of experience analyzing business requirements and identifying technology solutions.
  • Minimum 5 years of experience reviewing operational procedures and improving business processes through technology.
  • Minimum 5 years of experience documenting user requirements, business processes, and system functionality.
  • Minimum 5 years of experience conducting cost-benefit analyses and evaluating system alternatives.
  • Minimum 5 years of experience documenting data inputs, outputs, reporting requirements, and workflows.
  • Minimum 5 years of experience using Azure DevOps, including backlog management and requirements tracking.
  • Strong experience creating wireframes, use cases, flowcharts, and process documentation.
  • Experience working within Agile and Scrum development methodologies.
  • Excellent written, verbal, and presentation communication skills.
  • Strong analytical, problem-solving, and critical-thinking abilities.
  • Ability to collaborate effectively with both technical and non-technical stakeholders.

 

Preferred Qualifications

  • Experience with Texas Health and Human Services Commission (HHSC) projects.
  • Experience with Texas DIR Project Delivery Framework methodologies and documentation.
  • Familiarity with enterprise information architecture and information management practices.
  • Knowledge of software architecture and infrastructure concepts.
  • Understanding of emerging technologies and industry trends.
