Systems Analyst III – PeopleSoft Accounts Payable (CAPPS)

We're seeking a highly experienced Systems Analyst III with deep expertise in Oracle PeopleSoft Financials and Accounts Payable to support the State of Texas' Centralized Accounting and Payroll/Personnel System (CAPPS).
 
This is an exciting opportunity to work on one of the largest enterprise ERP environments in Texas, supporting mission-critical financial operations used by more than 100 state agencies. You'll serve as a subject matter expert, partnering with business leaders, technical teams, and stakeholders to enhance system functionality, resolve complex production issues, and support ongoing modernization efforts.

What You'll Do
As a Systems Analyst III, you will:
  • Serve as the functional expert for the PeopleSoft Accounts Payable module within CAPPS Financials.
  • Provide advanced production support, troubleshooting, and issue resolution.
  • Configure and maintain Accounts Payable functionality and related financial processes.
  • Support voucher processing, payment processing, vendor management, workflow approvals, and AP integrations.
  • Analyze business requirements and develop functional solutions.
  • Create Functional Design Documents (FDDs) and system documentation.
  • Coordinate User Acceptance Testing (UAT), regression testing, and system enhancements.
  • Monitor enterprise batch processing and resolve processing issues.
  • Support fiscal year-end activities and statewide financial operations.
  • Collaborate with technical teams, business users, vendors, and agency stakeholders.
  • Provide Tier II application support and participate in Major Incident Management.
  • Ensure compliance with security standards, accessibility requirements, and IT governance policies.
  • Mentor junior analysts and provide end-user training.
