Location: Remote

Job Summary
The Systems Analyst 3 role supports a large public sector PeopleSoft HCM 9.2 HR/Payroll enterprise environment, providing senior-level functional and technical expertise across payroll processing, HR configuration, system integrations, batch operations, reporting, and enterprise-wide production support. The role involves overseeing payroll and HR operations for a multi-agency statewide system, ensuring compliance with federal and state regulations, supporting year-end and fiscal processes, managing incidents, and coordinating with technical teams, vendors, and business stakeholders. This position also plays a key role in system governance, audits, security compliance, and strategic HR/Payroll process improvements.
 
Key Responsibilities
  • Serve as the functional subject matter expert for PeopleSoft HCM 9.2 Payroll.
  • Provide day-to-day support for payroll operations, configuration, and production issues.
  • Troubleshoot payroll calculation errors, retro pay, tax discrepancies, integrations, and payroll processing issues.
  • Support the complete payroll lifecycle, including pay calendars, paysheets, payroll calculations, confirmations, audits, and reconciliations.
  • Configure and maintain payroll components such as earnings, deductions, garnishments, taxes, pay groups, accumulators, rate codes, and commitment accounting.
  • Process on-cycle, off-cycle, reversals, cancellations, and special payroll transactions.
  • Support year-end payroll activities, including W-2/W-3 processing, 1095-C reporting, tax updates, and regulatory compliance.
  • Assist with quarterly tax reconciliations and payroll audit activities.
  • Develop, modify, and troubleshoot PS Queries, SQL queries, BI Publisher reports, and SAP BusinessObjects reports.
  • Support payroll integrations, data loads, interfaces, and synchronization with external and legacy systems.
  • Configure and support Approval Workflow Engine (AWE), including workflows, roles, notifications, and troubleshooting.
  • Perform functional configuration and maintenance of HR and payroll tables, business units, departments, positions, and compensation structures.
  • Create and maintain functional design documents, configuration documentation, procedures, and test scripts.
  • Conduct unit testing, user acceptance testing (UAT), regression testing, and validation of system changes.
  • Support PeopleSoft tools and technologies including Application Designer, Integration Broker, SQR, BI Publisher, PUM, Change Assistant, Fluid UI, and Elasticsearch.
  • Monitor payroll batch jobs, schedules, dependencies, failures, output validation, and performance tuning activities.
  • Ensure compliance with security standards, access controls, data integrity, and multi-tenancy requirements.
  • Gather business requirements and support system enhancements, break/fix activities, and process improvements.
  • Collaborate with HR, Time & Labor, payroll operations, technical teams, vendors, and business stakeholders.
  • Provide user support, training, knowledge transfer, and cross-training to business and support teams.
  • Support fiscal year-end and calendar year-end activities, including reconciliations, system updates, budget loads, and benefit enrollment integrations.
  • Participate in project implementations, module enhancements, legislative changes, and third-party integration initiatives.
  • Provide advanced Level 2 production support, incident management, and service desk support.
  • Follow ITIL processes for incident, change, problem, and service management.
  • Participate in major incident management (P1/P2), disaster recovery testing, upgrade testing, and production readiness activities.
  • Ensure WCAG 2.1 accessibility compliance for system content and deliverables.
  • Support audit and compliance activities, including SOC audits, internal controls, security reviews, and regulatory requirements.
  • Prepare reports, presentations, and status updates for stakeholders and leadership.
  • Ensure system stability, performance, accuracy, and compliance with organizational policies and procedures.
