Description
Location: Remote (Continental U.S.)
Client: Texas Comptroller of Public Accounts (CPA)
Start Date: September 1, 2026
Work Authorization: Must be authorized to work in the U.S. Without sponsorship.
The Texas Comptroller of Public Accounts is seeking an experienced Systems Analyst 3 to provide functional support for the CAPPS Financials (PeopleSoft FSCM 9.2) environment. This senior-level role focuses on General Ledger, Commitment Control, Budgeting, Cash Receipts, and Project Costing, supporting over 100 Texas state agencies.
Responsibilities
- Serve as the functional SME for CAPPS Financials (GL, KK, CR, PC)
- Configure and maintain PeopleSoft Financials modules
- Support production issues, batch jobs, fiscal year-end, and system enhancements
- Coordinate testing (UAT/regression), releases, and change management
- Analyze business requirements and develop functional design documents
- Provide Tier 2 production support and collaborate with Tier 3 vendors
- Support integrations with USAS, TINS, and other statewide systems
- Deliver user training, documentation, reporting, and executive presentations
- Participate in disaster recovery, audits, accessibility compliance (WCAG 2.1), and Major Incident Management
Required Qualifications
- 15+ years supporting Texas state government financial systems
- 12+ years configuring PeopleSoft FSCM 9.2, including General Ledger and Commitment Control
- Extensive experience with CAPPS Financials, App Designer, SQL, SQR, BI Publisher, Integration Broker, and PeopleSoft security
- Strong knowledge of CAPPS production support, batch processing, fiscal year-end, and statewide financial operations
- Experience with ServiceNow/BOSSDesk, ITIL, disaster recovery, executive presentations, and audit support
- Experience supporting large, multi-agency statewide ERP environments
Preferred Qualifications
- Experience with PeopleSoft Asset Management, Accounts Payable, Purchasing/eProcurement, Accounts Receivable/Billing, Inventory, Strategic Sourcing, Travel & Expense, and Project Costing
- CPA CAPPS production support experience
- Knowledge of legacy statewide financial systems (USAS, TINS, SPA)
Please Note: This position requires extensive experience supporting Texas state government CAPPS/PeopleSoft Financials. Candidates without significant PeopleSoft FSCM and Texas public sector experience are unlikely to be considered.
