I. DESCRIPTION OF SERVICES

Client is continuing to develop an data integration hub in the Performance Management & Analytics System (PMAS) with a goal to accomplish the following:

Implementation and configuration of the infrastructure for the data integration hub

Design, development, and implementation (DD&I) of the data integration hub using an agile methodology for all standard SDLC phases that includes, but is not limited to:

  • Validation of performance metric requirements
  • o Creation of Epics/User Stories/Tasks
  • o Automation of data acquisition from a variety of data sources
  • o Development of complex SQL scripts
  • o Testing integration, load and stress
  • o Deployment / publication internally and externally
  • Operations support and enhancement of the data integration hub

This development effort will utilize an agile methodology based upon the approach currently in use at HHSC for the Performance Management & Analytics System (PMAS).

As a member of the agile development team, the worker responsibilities may include:

Filling the role of a technical leader, leading an agile development team through a project. Data acquisition from a variety of data sources for multiple uses. Developing complex SQL scripts to transform the source data to fit into a dimensional model, then to create views and materialized views in Oracle. Developing automation with Informatica Power Center/IICS to pull data from external data sources and transform it to fit into a dimensional model. Collaborating with other members of the Data Engineering Team on the design and implementation of an optimal data design. Verification and validation of SQL scripts, Informatica automation and database views. Developing automated means of performing verification and validation. Participating in all sprint ceremonies Work closely with the Architects and Data Engineering Team on implementation designs and data acquisition strategies. Develop mockups and work with customers for validation Working closely with other members of the team to address technical problems Assisting with the implementation and configuration of developmental tools Producing and maintaining technical specifications, diagrams, or other documentation as needed to support the DD&I efforts Participation in requirements and design sessions Interpreting new and changing business requirements to determine the impact and proposing enhancements and changes to meet these new requirements

III. TERMS OF SERVICE

Services are expected to start 09/01/2026 and are expected to complete by 08/31/2027. Total estimated hours per Candidate shall not exceed 2008 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4601 W Guadalupe St, Austin, Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
