We are seeking an experienced Systems Analyst III to support the Texas Comptroller's Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This is an outstanding opportunity for a senior PeopleSoft professional who enjoys solving complex business and technical challenges while supporting one of the largest enterprise ERP environments in Texas state government.
 
In this highly visible role, you will serve as a functional and technical expert supporting CAPPS Financials, collaborating with business stakeholders, agency partners, and technical teams to enhance system performance, resolve production issues, and implement strategic improvements.
 
If you have extensive experience with Oracle PeopleSoft FSCM 9.2, CAPPS Financials, and Texas statewide financial systems, we'd like to hear from you.
 
What You'll Do
As a Systems Analyst III, you will:
  • Provide senior-level functional and technical support for the CAPPS Financials environment.
  • Support multiple PeopleSoft Financials modules, including:
    • General Ledger
    • Accounts Payable
    • Accounts Receivable/Billing
    • Purchasing
    • Asset Management
    • Project Costing
    • Grants
    • Inventory
    • Contracts
    • Travel & Expense
  • Perform system configuration and maintenance.
  • Analyze business requirements and recommend functional solutions.
  • Troubleshoot production issues and provide advanced Tier II application support.
  • Coordinate User Acceptance Testing (UAT), regression testing, and system enhancements.
  • Monitor enterprise batch processing and resolve job failures.
  • Support fiscal year-end processing activities.
  • Participate in disaster recovery testing and major incident response.
  • Develop functional design documents and system documentation.
  • Deliver user training and provide guidance to agency personnel.
  • Collaborate with vendors, technical teams, and business stakeholders across multiple Texas agencies.
  • Support audit requests and ensure compliance with security and accessibility standards.
 
Required Qualifications
Candidates should possess extensive experience with:
  • Oracle PeopleSoft FSCM 9.2
  • Texas CAPPS Financials
  • PeopleSoft Application Designer
  • SQL
  • SQR
  • BI Publisher
  • Integration Broker
  • PeopleSoft security administration
  • Business process analysis
  • Functional system configuration
  • PeopleSoft Update Manager (PUM)
  • Change Assistant
  • Elastic Search
  • Fluid User Interface
  • ServiceNow or similar IT Service Management platforms
  • Major Incident Management
  • Disaster Recovery planning and testing
  • WCAG 2.1 accessibility standards
  • ITIL principles and best practices
 
Required Experience
  • 15+ years supporting enterprise PeopleSoft Financials environments
  • Extensive experience supporting the State of Texas CAPPS Financials Program
  • Extensive knowledge of Texas statewide financial systems
  • Experience supporting large enterprise ERP implementations
  • Experience working with multiple Texas state agencies
  • Experience leading complex functional and technical initiatives
  • Experience supporting fiscal year-end processing
  • Strong documentation, analytical, and problem-solving skills
  • Excellent written and verbal communication skills
 
Preferred Experience
