Position Overview

We are seeking an experienced Systems Analyst / QA Manager to lead Quality Assurance and testing activities for a large-scale Medicaid technology environment.

This is a senior-level, hands-on QA leadership position responsible for managing the complete testing lifecycle across complex enterprise systems, including System Integration Testing (SIT), User Acceptance Testing (UAT), and End-to-End (E2E) testing.

The ideal candidate will have extensive experience with Medicaid eligibility processing systems, along with a strong background in mainframe environments, test strategy, test case development, test data preparation, defect management, data validation, and multi-vendor testing coordination.

Key Responsibilities

• Lead and coordinate SIT, UAT, and End-to-End testing across complex enterprise applications and integrated systems.

• Develop and manage comprehensive QA and testing strategies, including planning, execution, reporting, and test readiness.

• Develop detailed test scenarios, test cases, test scripts, and test data based on business and technical requirements.

• Work closely with business teams to define user scenarios, requirements, and acceptance criteria.

• Coordinate testing across Medicaid systems, COTS applications, mainframe platforms, and integrated enterprise applications.

• Lead defect triage meetings involving multiple vendors, technical teams, and business stakeholders.

• Track and manage defects from identification and prioritization through resolution and closure.

• Validate data integrity and system integrations across multiple applications and platforms.

• Troubleshoot complex application, testing, integration, and data issues.

• Serve as a liaison between developers, vendors, system integrators, and business users.

• Maintain requirements traceability and ensure appropriate testing coverage.

• Prepare and communicate test execution metrics, defect metrics, test summaries, and QA status reports to project and executive leadership.

• Identify testing and implementation risks and develop appropriate mitigation strategies.

• Facilitate meetings across technical teams, business stakeholders, vendors, and project leadership.

• Conduct post-testing assessments to verify defect resolution and overall system readiness.

Required Qualifications

• 15+ years of experience working with large-scale Medicaid Member Eligibility Processing systems.

• 10+ years of experience coordinating SIT, UAT, and End-to-End testing for large-scale technology initiatives.

• 10+ years of Mainframe experience.

• Extensive experience with:

  • Test scenario development

  • Test case creation

  • Test data preparation

  • Test execution

  • Defect tracking and management

  • QA metrics and reporting

• Strong experience managing UAT and defect triage activities involving multiple systems, vendors, and technical teams.

• 10+ years of data analysis experience.

• Experience working with COTS applications and integrated enterprise systems.

• Strong understanding of programming logic and application workflows.

• Experience collaborating with vendors, system integrators, business stakeholders, and multidisciplinary technical teams.

• Experience preparing executive-level reports, presentations, testing summaries, and metrics.

• Strong meeting facilitation and stakeholder management skills.

• Excellent written and verbal communication skills.

• Ability to explain complex technical concepts to non-technical stakeholders.

• Ability to manage multiple priorities and meet critical project deadlines.

Preferred Qualifications

• Experience with Teradata, including queries used for testing or data validation.

• Experience supporting large-scale healthcare or Medicaid technology environments.

• Experience working within complex, highly regulated enterprise environments.

Ideal Candidate

The ideal candidate brings considerably more than traditional software QA experience. We are looking for someone who has led testing across large, complex Medicaid or healthcare technology environments and understands the interaction between eligibility systems, mainframes, integrated applications, data, vendors, and business processes.

You should be comfortable taking ownership of the testing lifecycle, leading cross-functional teams, managing complex defect triage efforts, communicating with senior leadership, and identifying risks before they impact implementation.

Work Arrangement

This is a hybrid position requiring three days onsite in Richmond, VA, and two days remote each week.

Candidates must be able to meet the onsite requirements of the position.
